China firm may invest RM1b in Terengganu

NANNING: A public-listed company from China has begun talks with the government to invest RM1 billion in Terengganu for an aquaculture development project.

Deputy International Trade and Industry Minister Datuk Mukhriz Mahathir said discussions were on going and the potential investor has been to Malaysia to study the project.

However, he pointed out that it was still early to disclose the identity of the company.

At the same time, the Malaysian government would also need to ensure it secures the best deal through the development which may stretch up to five years.

A plot of land has been identified by state government for the development which will be coordinated by the East Coast Economic Region Development Council.

"We are not just looking into the investment or the employment opportunities it may bring. We also need to look into how we can benefit through the spin-offs that can be generated from the deal."

Mukhriz said this after attending the 9th China-Asean Expo at the Nanning International Convention and Exhibition Centre which was launched on Friday and ends tomorrow.

A total of 136 Malaysian traders are taking part in the expo at the Malaysia Pavilion, which is coordinated by the Malaysia External Trade Development Corporation.

Meanwhile, Mukhriz attended the China-Asean Advanced Manufacturing Forum where he called on East Asian countries to lend their support to an economic initiative that could transform the region into a single market covering more than 45 per cent of the global population.

He said the regional comprehensive economic partnership involving Asean, China, Japan, Australia, New Zealand, Indonesia and Korea for one deserves to be considered.

"As you are aware, discussions are now taking place to coordinate, rationalise and improve the principles and policies governing these agreements. It is an initiative that deserves our wholehearted support."

Also present at the forum held at the Guangxi People's Hall were the China vice Industry and Information Minister Su Bo and Guangxi Autonomous Region vice chairman Yang Daoxi.

The foundation for economic cooperation between countries in East Asia has been built up over the centuries and delivered development and prosperity as well as weathered difficult times, Mukhriz said.

"It has helped us weather the impact of the current economic crisis in the West, for example.

"However, this problem is not going to disappear any time soon. Europe is still unable to agree on a lasting and permanent solution to the problems of the euro. In the United States, the economy remains tepid," he said.

AP Land and partner to build more than 14,000 homes for ex-soldiers

KUALA LUMPUR: AP Land Development Sdn Bhd and its South Korean joint-venture partner Taeseung Construction Co Ltd will build 14,000 landed homes with total gross development values of RM2bil for ex-military servicemen.

AP Land chairman Datuk Nazrul Arsad said the indicative prices of these homes would range between RM85,000 and RM185,000 and would be located in Pahang, Perak and Terengganu.

Speaking at the signing of a memorandum of understanding between the two companies, Nazrul said the developer could sell the homes at these prices because their costs of construction would be lowered with the use of industrialised building systems (IBS) technology.

“These selling prices are about half the prices offered in the market. We are not taking developer margins but we are taking contractor margins.

“Our margins may be smaller but we play the volume game. There are 17 sites for a total of 14,000 units of these houses,” he said.

“The IBS system is able to lower costs because we buy in bulk. IBS also uses a standard mould which can be used for the building of many houses, and thus reduce costs,” Nazrul added.

Tauseung's role in the joint venture includes introducing building methods that could cut construction time from two years to about 18 months, he said.

Deputy Defence Minister Datuk Abdul Latiff Ahmad said about 80,000 ex-servicemen were without proper housing currently.

“About 3% (of ex-military servicemen) are without housing, perhaps because there was no real policy (for housing) then,” he added.

TDM secures nod on land for Terengganu hospital

KUALA TERENGGANU: TDM Bhd has received the state government's approval on the lease of land in Batu Burok to build and operate a new 130-bed specialist hospital.

Chief executive officer Badrul Hisham Mahari said the new hospital will cost RM170.2 million, excluding the cost of the lease of the land and incidental fees.

"It will be financed by internally generated funds and/or bank borrowings, which the board has yet to decide," Badrul Hisham said after the company's shareholders meeting yesterday.

Chairman Datuk Roslan Awang Chik said the new eight-storey hospital will replace the current Kuala Terengganu Specialist (KTS) hospital which is operating near maximum capacity.

"The hospital, on a 23,424 sq m land, will be the city's flagship specialist hospital that will serve about 338,000 people of Kuala Terengganu," he said.

Roslan said construction will start immediately after the completion of the lease documents, to be signed with Tabung Amanah Warisan Ne-geri Terengganu, owner of the land.

The hospital is expected to be completed within 24 months.

It will provide more comprehensive healthcare facilities, accommodate more in-patients, operate more specialist clinics and other quality healthcare services, Roslan said.

Its features include five operating theatres, a 12-bedded intensive care unit (ICU) and one-and-a-half storey car park with 281 parking bays.

The current KTS Hospital has 33 beds, a two-bedded ICU and two operating theatres.

It also offers consultancy services on general surgery, obstetrics and gynecology, orthopaedics and anaesthetics.

On TDM's healthcare division, Badrul Hisham said with an average 12 per cent increase in the number of patients since 2007, it has recorded consecutive average annual increase in revenue of RM31 million.

For the past four years, the division contributed an average of seven per cent to the group's pre-tax profit.

Kuala Terengganu City Centre to give real estate a boost

KUALA LUMPUR : The Kuala Terengganu City Centre (KTCC) project by the East Coast Economic Region Development Council (ECERDC) will have a significant long-term impact on Terengganu’s property market.

The region will be able to attract more local and foreign investments into Terengganu’s real estate sector via this landmark development which has a gross development value of RM5 billion.

Foo Gee Jen, managing director of CH Williams Talhar & Wong, a renowned property consultancy, said KTCC’s trickle-down effect on the local property sector was already seen in Kuala Terengganu where the prices of land and homes had increased significantly.

Making Redang high-end getaway is not a sustainable solution

The recent suggestion by the Terengganu Mentri Besar that Pulau Redang should be turned into an exclusive getaway for the rich and famous must have peeved many average Malaysians who are left wondering what good would that do.

He also went on to say that new hotels must charge RM1,599 a night, ostensibly to protect the environment.

While the reason may be quite noble as he pointed out the need to protect the island’s natural habitat and marine life, turning it into a high-end escapade for only “the haves” will not guarantee that it will remain an unspoilt nature’s paradise.

Of course, we should not tolerate irresponsible visitors who litter the beach, step on corals, chase after or catch the fishes and other marine life, and breaking marine park regulations.

Although turning Pulau Redang into a high-end vacation paradise only for the rich may sound like a speedy and effortless solution for the state government, it is certainly not a sustainable solution.

The seemingly short-cut solution by barring the average visitors and “the non-rich and non-famous” from stepping on the island is not the answer to resolve the problem.

We cannot assume that the rich and famous are all well behaved and will be civic conscious to safeguard the island’s natural beauty.

We just need to turn the pages of the celebrity magazines and newspapers to know that they are also only human and have many faults and shortcomings.

How many times have we seen people in big expensive cars throwing their cigarette butts or rubbish from their speeding vehicles? Of course, people in other cars are also guilty of such uncivic behaviour.

Instead of assuming that the lower-income group and average people are the culprits for the deterioration of the island’s cleanliness and natural habitat, there should be more pro-active measures to inculcate the right attitude among the people to take care of the island’s surroundings and natural environment.

A more permanent solution will be to conduct a real study on why some visitors don’t behave civilly when on the island and flout the rules, whether written or unwritten.

Drawing up and implementing policies to protect and preserve the island’s natural environment will ensure visitors from all walks of life will toe the line and get to enjoy the island’s beauty.

A list of dos and don’ts while on the island will be a good start and it should be distributed to all visitors upon arrival.

Enforcement, including spot checks, should be conducted regularly to ensure those who break the rules are fined heavily, visitors included.

Resort operators should throw in their support and adopt more green-friendly operating measures. They can also adopt or foster certain parts of the island to ensure its proper maintenance and upkeep.

Ultimately, it boils down to the need to educate our people about the importance of civic consciousness and putting in their share to care for our natural environment.

Schools will be the right place to train our young ones on the need to respect and care for Mother Nature.

Adults, especially parents, are in many ways the resource centres for children and they should always set the right example and be the role models for the young to emulate.

Malaysia has many natural places of attractions and they are for everybody to appreciate and enjoy. All of us have a stake in helping to take good care of them for the benefit of future generations.

So, let’s start by being more civic conscious and do our part for Mother Nature.

Deputy news editor Angie Ng believes by keeping the country’s natural attractions open to all, the people will benefit in terms of stronger ties and respect for each other, regardless of their stature.

Shedding the kampung image

KUALA TERENGGANU: Another batch of affordable apartments will be made available to local folks affected by the ongoing facelift of Ladang, an area considered a niche property zone in the Kuala Terengganu City Centre (KTCC) re-development scheme.

Mentri Besar Datuk Ahmad Said said the 192 apartments would be built adjacent to the Gemilang apartments that were nearing completion.

Construction of the new apartments started recently and is expected to be completed in 18 months.

The new medium-low-cost apartments are more spacious than regular apartments that have three bedrooms and two bathrooms and cater to those with big families.

“We decided to make the units bigger as those who visited the show apartment of the first project complained that the units were cramped,” Ahmad told The Star.

The second project will consist of 16-storey blocks similar to Gemilang.

Ahmad said the state planned to set up day-care centres at both projects to help working parents.

The 1,000 residents living in the area’s 70-year-old village houses will be relocated in stages from April. Some will move to the Gemilang apartments.

Each unit costs RM50,000 but relocated residents have to fork out only RM12,000 as the state has pledged a grant of RM38,000 to each household involved in the relocation.

Ahmad said the subsidy was given in the hope that they would purchase the apartments.

“The state is concerned about the welfare of locals affected by the relocation,” he said.

Kuala Terengganu hopes to shed the kampung-town image through its re-development into a modern city.

Tabung Haji to set up hotel, complex in Terengganu

Lembaga Tabung Haji is setting up a hotel and complex for pilgrims near the international airport in Kuala Terengganu, Terengganu to help strengthen its product offering in the east coast.

"With the current market situation, investing in real estate is one of the areas that we are exploring. We are starting to look at providing infrastructure in the east coast," its chief executive officer, Datuk Ismee Ismail, said.

"We believe there is good potential for hotels in Kuala Terengganu looking at the number of direct flights available to Mecca," he said at the launch of Tabung Haji Uniteller Service in Kuala Lumpur yesterday.

Ismee said Tabung Haji is in the midst of finalising the design and building plans. He added that it would be viable to have a 3 or 4-star hotel with more than 250 rooms.

The hotel would cater to pilgrims in Kelantan and Terengganu performing the Haj annually, and to the public outside the Haj season.
It is estimated that it would cost the pilgrims fund between RM80 million and RM100 million to build the hotel and complex.

Tabung Haji is expected to start construction in the first half of next year.

This is the second hotel and complex for pilgrims that Tabung Haji is planning to develop this year.

Tabung Haji also plans to build a hotel, complex and conference centre at the Kuala Lumpur International Airport in Sepang, to facilitate Haj pilgrims.

The ground breaking ceremony is expected to take place soon and construction would start in the fourth quarter.

People familiar with the matter said the KLIA project is worth around RM150 million.

It was reported that there are plans to relocate the Tabung Haji complex in Kelana Jaya to the KLIA, with the Kelana Jaya complex being turned into a Tabung Haji hotel, specifically for Haj courses.

Tabung Haji currently owns hotel and complex for pilgrims in Kota Kinabalu, Sabah and in Penang.

This development is the Gold Coast Resorts developer's second project in the East Coast Economic Region (ECER). Its first is the RM10 million Gold Coast Kuantan resort, consisting of 99 apartment suites with views of the South China Sea .

"The Gold Coast Kenyir development will be unique. The project will be made up of a hotel mall with shops, long houses and bungalows built over Lake Kenyir's serene waters," Datuk Dr Alex Tan Siong Seng, chairman of STG Group, said in a statement.

The Gold Coast Kenyir project, will be built over 53 acres, and will start in March 2010. The first phase is 88 bungalows built over Lake Kenyir, followed by 188 long houses and a hotel mall.

“The Gold Coast Kenyir development will be unique. The project will be made up of a hotel mall with shops, long houses and bungalows built over Lake Kenyir’s serene waters,” said STG Group chairman Datuk Dr Alex Tan Siong Seng.

“This Lake Kenyir development, like other Gold Coast projects, offers good investment value as well as unrivalled lifestyle and leisure activities,” said Tan.

“Purchasers own a luxury holiday property built over the lake which is run like a hotel and enjoy nature’s scenic beauty. At the same time, they can also choose to have their property managed and rented out on a nightly occupancy basis by a professional company when they are away.

“This rental programme gives owners 8% returns per annum on their investment for up to 15 years, without sacrificing their ability to use the property or any other Gold Coast property for up to 60 days if they chose to.”

While the Gold Coast’s projects are bought off the plan, Dr Tan said owners can expect capital appreciation of 40% after five years from the date of purchase.

“Our buyers are equally split up between domestic and foreign purchasers. Some 80 per cent of them have signed up for the investment plan while the balance will be owner occupied,” he said.

RM100mil Mesra Mall opens its doors in Kertih

MESRA Mall, a RM100mil ultra-modern shopping complex, has opened its doors to shoppers in the Kerteh petroleum town.

Built on a 12ha site, it promises to be a new landmark for shoppers and tourists coming to Terengganu.

With Suria KLCC Sdn Bhd managing the operations, the complex is developed by KLCC (Holdings) Sdn Bhd through its two subsidiaries — Metro Kemasik Sdn Bhd and KLCC Projek Sdn Bhd.

Kumpulan KLCC (Holdings) Sdn Bhd chief executive officer Hashim Wahir said with the opening of the complex, people around Kemasik, Paka, Kerteh, Kijal and Chukai would no longer need to go to Kuantan or Kuala Terengganu to buy basic needs.

“Mesra Mall is among our efforts to provide the opportunity for the people here to enjoy facilities similar to that available in big towns.

“Moreover, with higher fuel prices, the people need not go far to buy their essentials and branded items as these goods are available at the mall,” he added.

Hashim said this after the complex opening by state executive councillor for rural development, entrepreneurs and cooperatives, Datuk Mohamed Awang Tera, who represented Terengganu Menteri Besar Datuk Ahmad Said.

Hashim hopes the complex would serve as a catalyst for commercial development in the Kemaman district and in Terengganu, adding that it had provided jobs for about 500 locals.

Earlier, Mohamed Awang, in his speech, said Mesra Mall would provide business opportunities for the locals to boost their income.

“The shopping centre will not harm businesses of the small and medium-scale entrepreneurs as they have been provided with separate trading areas to sell their goods,” he added.

Terengganu all out to woo 3.5m tourists this year

Tourist Attraction: Perhentian Island off the coast of Kuala Besut, Terengganu, boasts some of the best dive sites in Peninsular Malaysia

TERENGGANU is mounting an aggressive drive to gear up its tourism industry. Boosted by East Coast Economic Region (ECER) tourism initiatives, the state aims to target 3.5 million tourists under its Visit Terengganu Year (VTY 2008) campaign.

According to Tengku Mohd Arifin Tengku A. Rahman, head of Terengganu's secretariat for VTY 2008, the 3.5 million target is an increase from 2.8 million last year which contributed RM1.47 billion to the state's economy, up from RM1.28 billion in 2005.

To woo visitors in VTY 2008, Terengganu has lined up 25 major events, including the Monsoon Cup Yacht Racing.

"We are also pitching for our own Federation of Equestrian International horse-racing event," Mohd Arifin added in a statement.

At the same time, Terengganu is giving more emphasis to its "Crystal Mosque". Made of crystal shine glass with steel foundation, the Crystal Mosque is a part of the RM250 million Islamic Civilisation Park situated on a 23ha site.

Malaysia Association of Hotels chairman Raja Kamarul Bahrin Shah Raja Ahmad said the uniqueness in Terengganu tourism is that there is consciousness to conserve nature, despite shooting for growth.

He said the state's proactive approach to take control of development, conservation and perpetuation of handicraft as well as the environment, will create something different for Terengganu.

"The West Coast is slowly losing its culture and heritage to pave the way for development without much proper control and guidelines. I feel that Terengganu should maintain what they have done now and this should be Terengganu's trademark for the near future," he added.

To serve tourist growth, the Sultan Mahmud Airport which is located 15km from the town, will also be upgraded to an international aviation hub under ECER.

Meanwhile, chairman of the Terengganu chapter of Malaysian Association of Tour and Travel Agents (Matta) Wan Supian Wan Ishak said the state government had encouraged further developments of hotels and resorts which will in turn result in substantial increase in tourist volume from 2008 onwards.

KFH plans financing initiatives for ECER

KUWAIT Finance House (Malaysia) Bhd is in discussions with Terengganu's state investment company, Terengganu Inc, and its related companies on financing initiatives within the East Coast Economic Region (ECER).

"We have looked into specific financing opportunities for some of the related companies, ranging from infrastructure, oil and gas, shipping, plantation/agriculture and IT (information technology)," said its managing director Datuk Salman Younis.

"So far, all of the discussions are focused on financing," he said in a statement yesterday.

On plans for retail branches within the ECER, Younis said the Islamic bank will evaluate the feasibility based on the success of its corporate, investment and commercial businesses there.

He said the bank was currently involved in the financing of a flight training school and garment manufacturer, both in Kota Baru.

Kuwait Finance House, one of the largest Islamic banks in the world, has embarked on several projects, including establishing a find investing about US$330 million (RM1 billion) for projects in the Iskandar Development Region.

The ECER master plan envisaged Terengganu as a tourism gateway, hub for oil, gas and petrochemical industries, centre of educational excellence and agriculture focused on goat rearing and as a citrus valley.

Kelantan will become centre of trading, human capital development, educational excellence as well as poultry and herbal cultivation.

Properties to get boost from growth region

The East Coast Economic Region (ECER) can boost the property sector and property prices in the long term, industry experts and real estate consultants say.

"It's a long term game and the higher impact would be on industrial development in buildings and land for industrial," Henry Butcher Malaysia's property research director Fahariah Abdul Wahab said.

It is learnt that Kuantan can sustain another 150,000sq m of retail space, Kota Baru some 110,000 sq m and Kuala Terengganu some 135,000 sq m.

Fahariah said although the ECER hold about 14.8 per cent of Malaysia's population, it only recorded up to 9.1 per cent of residential, 6.5 per cent of commercial and 8.3 per cent of industrial property transaction in the country in 2006.

In terms of value, the residential sector in ECER only constituted 4.2 per cent of the national total.

"The ECER has the capability to create the needed mass and demand to propel property development in the region," Fahariah said.

She said if all ECER's initiatives are implemented smoothly, it would also give an advantage to the tourism industry and prospects for new hotel and resorts in the region.

"There are a lot of players interested in investing in hotels in the region.

"I believe before investing they will be looking at land prices and viability, because in terms of hotels, the region still lacks good quality hotels on the mainland where you need five to six star hotels to attract foreign and business tourists," she said.

Meanwhile, Ho Chin Soon Research Sdn Bhd director Ho Chin Soon said even though he sees some constraints in land sales and the impact skewed towards the oil and gas and agriculture sectors, the ECER will have positive spillover effects to property prices and property development activity in the region.

DPZ Asia's urban design consultant Kamal Ariffin Zahrain said he believes there is good development potential for the region as ECER's masterplan is structured to take full advantage of it.

"We see good viability as the master plan is well integrated and flexible enough to allow new ideas and changes to be made in future," he said.
