Takaful Malaysia eyes 33pc share of govt loan scheme

SYARIKAT Takaful Malaysia Bhd (STMB) aims to capture one-third market share of the government housing loan scheme for the financial year ending June 30 2009.

STMB group managing director Hassan Kamil said up to June 30 2008, STMB had collected about RM25 million to RM30 million in premium for the scheme, for a 20 per cent share.

Yesterday, the company opened its new Treasury Business Centre to cater for the government employees who took housing loan under the scheme at the Ministry of Finance, Putrajaya.

To widen its reach to customers, Hassan said, the company is undertaking an initiative to set up a takaful "desk" within Bank Islam's branches nationwide.

STMB will also sell Bank Islam products in all their branches. STMB and Bank Islam are sister companies under BIMB Holdings Bhd.

STMB hopes to finalise the consolidation of its branches with those of Bank Islam Malaysia Bhd's by year-end.

SMEs told to tap HK, China building sector

MALAYSIAN small and medium enterprises (SMEs) should tap into Hong Kong and China's building and construction industry, which is recording one of the world's highest rates of growth, says the Hong Kong Trade Development Council (HKTDC).

"Hong Kong serves as an important and convenient entry point into Greater China, minus Taiwan, for Malaysian SMEs in the building industry," said HKTDC assistant executive director Raymond Yip in a statement issued on Tuesday.

"In addition, the implementation of the mainland and Hong Kong's Closer Economic Partnership Arrangement (Cepa) will enhance Hong Kong's importance for Malaysians targeting China.

"Under Cepa, businesses can gain a foothold in China while Chinese businesses see Hong Kong as a perfect springboard for mainland enterprises to reach out to the global market," Yip said as Hong Kong prepares to host the Third Hong Kong International Building and Decoration Materials and Hardware Fair from October 28 to October 31.

Cepa is the first trade agreement concluded by China and Hong Kong, with its main text signed in June 2003 while implementation takes effect from January 2008.

Organised by HKTDC and CIEC Exhibition Co (HK) Ltd, the fair will see both Hong Kong International Building Materials & Construction Equipment Fair and equally popular Hong Kong International Hardware & Home Improvement Fair run concurrently.

The trade shows have become an effective sourcing platform for both buyers and sellers targeting Hong Kong and China, with both fairs attracting more than 20,000 buyers from 113 countries and regions last year.

This year, the merged fair is expected to bring 300 quality exhibitors from around the world.

CapitaLand applies to list RM2bil REIT

KUALA LUMPUR: Singapore-based CapitaLand Ltd has submitted its application to list its RM2bil real estate investment trust (REIT) on Bursa Malaysia.

However, the timing of the listing would depend on market conditions, said chief investment officer Kee Teck Koon.

From left: CapitaLand Commercial Ltd CEO Wen Khai Meng, Quill Group of Companies, executive director Dato' Michael Ong, MD Dato' Jennifer Low and CapitaLand Ltd, CIO Kee Teck Koon laying cement to the top of Tower D at KL Sentral on Wednesday. - Starpic by Victor K.K. Ng

“We have just submitted the application and expect to obtain the approval by the fourth quarter of this year,” he told reporters after the topping-up ceremony of Tower D in Lot J, KL Sentral, yesterday.

Tower D is being developed by Quill Realty Sdn Bhd, which is 60% owned by Quill and 40% owned by Malaysia Commercial Development Fund (MCDF). MCDF is managed by MCDF Management Pte Ltd, an indirect wholly-owned subsidiary of CapitaLand, with Aseambankers Malaysia Bhd as principal adviser.

Kee said the company hoped to list the REIT before year-end but it would hinge on the performance of the local capital market.

On the possibility of listing its REIT in other countries due to the lacklustre Malaysian market, Kee said the company was very clear on wanting to list it in Malaysia.

Assets to be injected into the trust will include Gurney Plaza in Penang, Mines Shopping Fair in Seri Kembangan, and Sungai Wang Plaza in Kuala Lumpur.

Kee said the company was always on the lookout for high-value commercial properties in Kuala Lumpur but there was currently nothing concrete.

Quill Capita Trust chief executive officer Chan Say Yeong said the demand for commercial properties was encouraging due to the limited supply of commercial assets in Kuala Lumpur.

“Generally the demand comes from oil and gas, telecommunications and multinational companies as well as the service sector.

“The rental growth rates in the Kuala Lumpur City Centre and KL Sentral areas were between 15% and 20% for the past few years,” he added.

Quill Group of Companies executive director Datuk Michael Ong said Tower D - a 29-storey office tower with a six-storey podium - would be ready for occupancy in March. Of its total net lettable space of 355,323 sq ft, 65% has been taken up by tenants so far.

Ong said the average monthly rental in KL Sentral was between RM6 and RM7 per sq ft while the latest property transaction price in KL Sentral was RM1,000 per sq ft.

CapitaLand targets RM2b REIT listing by Dec

CAPITALAND Ltd, Southeast Asia's largest real estate company, plans to list a RM2 billion property trust of Malaysian shopping malls on Bursa Malaysia by the end of the year.

It submitted the request to the Securities Commission recently and expects an approval before October.

"The reason why we have done all the preparation is to do it (list it) before the end of the year. Of course, at the end of the day, it is all dependent on the market," said CapitaLand chief investment officer Kee Teck Koon.

Currently, its retail assets include Sungei Wang Plaza in Kuala Lumpur, Gurney Plaza in Penang and Mines Shopping Fair in Seri Kembangan, Selangor. In June, it bought 62 per cent of Sungei Wang Plaza's retail area for RM595 million.

Kee was speaking to the media after the topping-up ceremony for the Tower D project in KL Sentral, Kuala Lumpur.

The commercial building, located next to Sooka Sentral and opposite the Sentral rail station, has seen strong tenant interest.

"So far, about 65 per cent of its total net lettable space of 355,323 sq ft has been taken up, mainly by foreign companies. We expect it to be fully tenanted by end of this year," said Quill Group of Companies director Datuk Michael Ong.

Construction is scheduled to be completed in the first quarter of next year.

It expects demand for top-grade commercial space to remain robust as demand is stronger than supply, mainly in areas near KLCC and in Sentral.

"The Malaysian real estate market is undergoing a stage of rapid growth following the country's healthy economic performance over the past few years," said CapitaLand Commercial Ltd chief executive officer Wen Khai Meng.

Tower D is developed by Quill Realty Sdn Bhd, which is 60 per cent owned by Quill and 40 per cent by Malaysia Commercial Development Fund (MCDF).

MCDF is managed by MCDF Management Pte Ltd, an indirect wholly-owned unit of CapitaLand with Aseambankers Malaysia Bhd as its main adviser.

TH Properties to invest RM100m in Bandar Enstek this year

KUALA LUMPUR: TH Properties Sdn Bhd will be investing another RM100 million in infrastructural development at its RM9.2 billion Bandar Enstek project in Negeri Sembilan, said its chief executive officer Zaharuddin Saidon.

"We are now opening up our techpark@enstek 2 and we need to put in place the infrastructure so we are going to spend about RM100 million this year to provide the necessary construction," he said after a memorandum of agreement (MoA) signing ceremony between TH Properties and Bank Islam Malaysia Bhd here yesterday.

TH Properties bought the 5,116-acre land for about RM800 million. The gross development value of the project is RM9.2 billion, while the gross development cost is RM7.4 billion. Bandar Enstek is expected to be completed in 2025.

Pursuant to the MoA with Bank Islam, prospective buyers will be able to secure financing packages of up to 100% for timur@enstek homes exceeding RM250,000 and may be exempted from making payments during the construction, or a grace period of up to three years.

In addition, Bank Islam also introduced a "two-month payment holiday" scheme where customers could skip paying instalments for November and December.

Bank Islam managing director Datuk Zukri Samat said it had a proper credit control system and not everyone would be eligible for the 100% financing.

To date, more than 24 units of timur@enstek's Matahari A&B bungalows had been sold. Seventy units of Bayu single-storey link homes were under construction for completion by January, said Zaharuddin.

He also said that the Rimbun superlink homes were launched in April and 40% of them had been taken up. "By the end of the year, we expect to be able to sell all the 100 units."

TH Properties, Bank Islam team up on loan scheme

TH PROPERTIES Sdn Bhd, the developer of Bandar Enstek, has partnered Bank Islam Malaysia Bhd on a loan package which includes financing of up to 100 per cent and waiver of payments during the construction period.

"We decided to be proactive, and come up with a 'no-payment during construction' scheme for home financing in anticipation of the impact of rising costs of living on disposable income," Bank Islam managing director Datuk Zukri Samat said in Kuala Lumpur yesterday.

With the introduction of this package, buyers will have the opportunity to buy a house almost without having to pay a single sen until the house is ready for occupation.

Zukri said despite the flexibility that Bank Islam offers, the bank will make sure that it does not compromise on credit security.

"We sincerely hope that these features will provide customers peace of mind and relieve some of their burden during this challenging period," Zukri said.

Bank Islam also offers a two-month payment holiday scheme under which customers have the option to skip instalments for November and December every year.

Meanwhile, TH Properties chief executive officer Zaharuddin Saidon said it will go ahead with its planned RM100 million worth of property launches this year despite escalating costs of building materials.

"We know that other developers will hesitate, but we are moving full steam ahead. We are taking this opportunity to launch our products as others delay theirs," Zaharuddin said.

He said the company is working on various measures to reduce costs to maintain its prices.

iProperty.com acquires Taiwan portal

The iProperty.com Group, owner of Asia’s leading network of property portals and Malaysia’s No. 1 real estate website, has acquired Taiwan’s online property portal, VRHouse.com.tw.

In a statement yesterday, iProperty said the portal, owned by Info-Portal Tech International Co Ltd, was Chinese language-based and ranked No. 1 in terms of user traffic, developer clients and revenue.

“In total, over 225,000 users view and use VRHouse’s property listings and services monthly,” it said.

iProperty’s group chairman Patrick Grove said the company’s experience in Malaysia, Hong Kong and the Philippines would allow it to bring a strong value-add proposition to VRHouse.

“We also look forward to working with the dynamic, entrepreneurial local team to further dominate the Taiwan market and the region at large,” he said.

Grove said the acquisition would complete the company’s ownership of market-leading property portals across the Chinese diaspora in the region. “We are further excited by the recent political events and strengthening of ties with China which is expected to lead to a significant increase in mainland Chinese investing in Taiwanese property.

“We plan to position VRHouse as a key media property that facilitates this process,” he said.

Grove said the group would continue to seek further strategic acquisitions of leading property portals and complementary businesses throughout regional markets.

MP Corp and MoF unit sign pact on Johor township

KUALA LUMPUR: Property firm Malaysia Pacific Corp Bhd (MP Corp) has teamed up with Amanah Raya Bhd (ARB) to develop 276ha in Iskandar Malaysia, Johor, into a RM6.6bil self-contained township called LakeHill Resort City.

“The gross development cost of the project is estimated at RM4.2bil and is anticipated to generate development profits of RM2.4bil with an estimated completion time by 2015,’’ MP Corp told Bursa Malaysia yesterday. ARB is a company under Minister of Finance Inc (MoF).

MP Corp said it expected to raise development financing and construction bridging loan of RM200mil to fast-track the development. Additional funds would be raised via cashflow and profits derived from sales and “subsidiary joint venture” of the 22 parcels of approved projects for the township.

ARB and MP Corp have “agreed that a further option to speed up the project is by way of public listing on Bursa Malaysia of the developer within three to four years.”

“LakeHill Resort City is targeted to be the home of the trading, distribution, entertainment, shopping and tourism hub of Iskandar Malaysia to boost investor and economic activities for Johor and the country,’’ MP Corp said in the statement.

The centrepiece of the development will be the Asia Pacific Trade & Expo City (Aptec), a four million gross sq ft permanent trade and expo city, touted to be the largest of its kind in Asia.

A total of 9,116 residential units and 1,022 commercial units are being planned at the township.

MP Corp announced that it would undertake an internal restructuring to facilitate the joint venture with ARB involving the sale of its 276ha land bank to a special purpose vehicle called Oriental Pearl City Properties Sdn Bhd for RM135.3mil.

An independent valuer, on July 29, ascribed a fair market value of RM450mil for the land involved, MP Corp said.

ARB’s wholly owned unit AmanahRaya Development Sdn Bhd (ADSB) will pay RM99mil for a 22% stake in the joint venture, while MP Corp will retain a 78% share.

MP Corp was entitled to seek a joint-venture partner in its 78% profit entitlement of the developer, the statement said.

“The project is targeted at Malaysia My Second Home buyers, expatriates, Singaporeans and affluent Malaysians, complemented by plentiful medium-cost housing adjacent and nearby LakeHill Resort City and Aptec,’’ it said.

MP Corp is developing 970 high medium-cost houses in Taman Nusa Damai next to LakeHill Resort and Aptec.

Hunza: Cut low-cost housing quota to 15pc

A review by the government of the 30 per cent low-cost housing quota imposed on private property developers under Budget 2009 will spur property players to bring down prices of other units being developed.

Hunza Properties Bhd chairman Datuk Khor Teng Tong proposed that the quota be reduced to 15 per cent as this will help the property industry cushion the impact of the current softening of the sector, which is expected to continue into 2009.

"The 30 per cent quota imposed currently is not helping consumers since developers are merely transferring the cost in building other properties to them.

"But by being made to subsidise less, we can then transfer the cost-savings to our buyers," he told a media briefing in Penang yesterday after announcing Hunza's financial results for the year ended June 30 2008.

Khor, who is also the International Real Estate Federation (FIABCI) Penang branch president, said the property cycle is on a downward trend.

"Factors such as price increase of building materials and the current local political environment are impacting negatively on the industry," he added, saying that the downward trend in the property industry is expected to continue into next year.

Reviewing the stamp duty to lower costs of home ownership is also on Khor's wish list for Budget 2009.

"This move will encourage house purchase and property investment among the general public," he added.

Other measures which can assist property players would be to control the prices of steel and cement, Khor said.

Meanwhile, construction of the RM700 million 'Gurney Paragon' project in Pulau Tikus is progressing according to schedule although the company has taken cost-cutting measures to face uncertain times.

"By taking on the role of main contractor for future phases of the project, we are looking at savings of between six per cent and 10 per cent in margins," Khor said.

He said Gurney Paragon and the 'Infinity' project in Tanjung Bungah are targeted at foreign purchasers.

"Prices of Malaysian properties in the global market are still competitive and the government can help Malaysian property players who market their projects overseas by giving tax incentives for overseas property promotion efforts," Khor said.

"Hunza has not experienced any significant margin compression as our products remain in demand and we have adjusted prices to cover the increase in cost," he added.

Kerry: Demand for China properties 'robust'

KERRY Properties Ltd, the Hong Kong-based builder controlled by the family of Malaysian tycoon Robert Kuok, said demand for Chinese real estate is "robust," and will weather any damage from monetary policy controls.

"The tightening of credit has had a direct impact on investment sentiment," Kerry said in its earnings statement yesterday. "However, the group is of the view that given the strong underlying economic fundamentals and continued growth trends in China, the continual demand for real estate properties remains."

Net income was little changed at HK$2.48 billion (US$317 million) compared with HK$2.47 billion a year earlier, Kerry said. Revenue climbed 24 per cent. Profit excluding revaluation gains rose 12 per cent.

Kerry is expanding in mainland China. The developer and three partners last month said they are investing as much as 7.3 billion yuan (US$1.06 billion) in a project in the northern province of Hebei. Kerry will own 40 per cent of the project.

China in March announced plans to tighten controls on foreign investment in real estate to curb inflows of so-called "hot money." China also put in place other controls to help restrain inflation. The economy grew 10.1 per cent in the second quarter, the fourth consecutive slowdown.

Kerry, whose parent company also invests in media and logistics, owns office buildings and shopping malls in Hong Kong, where values have surged since 2005 as rents rose because of increased consumer spending.

Kerry said the Hong Kong property market eased "mildly" in the second quarter, though land supply shortages will underpin demand longer term.

Kuok, 84, was listed as Malaysia's richest man by Forbes Magazine in May. He and his family have estimated wealth of US$10 billion, according to Forbes.

Property mart expected to shake off lethargy next year

The sluggish property market could recover in six to nine months as the supply of materials stabilises and buyers adapt to the higher cost of living.

"In 2009, the cloud will be clearer," said Datuk Michael K.C. Yam, chairman of the Real Estate and Housing Developers Association (Rehda).

Buyers are cautious about buying property after Malaysia hiked the petrol price by 41 per cent in June. Some are having problems getting financing as banks are more strict when giving out loans due to the tougher economic outlook.

"When there is certainty in fuel price and there is regular cement and steel supply at market driven prices, I think people can plan better," Yam told reporters at a briefing in Kuala Lumpur yesterday.

Construction and operational costs have jumped by 30 per cent and 20 per cent each respectively, resulting in prices of new launches increasing by about 20 per cent.

According to Rehda's Property Survey for the first half of this year, the rising costs of building material and fuel have also impacted developers' production delivery.

"Most members reported having difficulties in getting consistent supply of building materials besides their continuously rising price, especially steel and cement," Yam said.

Rehda, with over 1,000 members under its belt, had 135 respondents for its survey, comprising housing and property development companies.

More than half of the respondents said they are launching new projects for the second half of this year. However, new launches in the first half of the year were almost halved compared with the same period last year.

The average number of units to be launched per developer in the second half of this year is 152 units, lower than the 169 units in the same period last year.

Asiatic Land in talks to open Premium Outlet

KULAI: Asiatic Land Development Sdn Bhd is discussing with US-based Simon Property Group Inc (SPG) to build the country’s first Premium Outlet centre here.

Executive vice-president Alex Phang said the Malaysian Premium Outlet (MPO) would be built on 20ha in the Asiatic Indahpura Kulaijaya township.

Alex Phang

“The project is likely to start in the last quarter of this year and be completed in 2010,” he told StarBiz at the recent launch of 82 units of Lakeview Residency Precinct 33A semi-detached houses.

He said the MPO project would be a 50:50 joint venture between Asiatic Land and SPG’s division Chelsea Property Group.

Chelsea Property Group, previously a New York Stock Exchange-listed (NYSE) company, was acquired by the NYSE-listed SPG in October 2004.

Chelsea Property is the world’s largest owner, developer and operator of upscale outlet centres with 38 outlets in the US, six in Japan, and one each in South Korea and Mexico.

Headquartered in Indianapolis, SPG is the largest public-listed real estate company in the US. It currently owns or has interest in 383 properties comprising 261 million sq ft of gross lettable area in North America, Asia and Europe.

“The outlet in Kulai will be Chelsea’s first premium outlet in South-East Asia, offering international branded items at discounted prices,” said Phang.

The items are designer fashion and sportswear, shoes, fine leather, luggage, accessories, jewellery, housewares, home furnishings, gifts, speciality items, and products for children.

Phang said apart from Malaysians, the company wanted to attract shoppers from Asean countries, the Middle East, India, China and Australia to shop at MPO.

He said the company planned to work closely with airlines, hotels, tour operators and travel agents in the region to bring shoppers here.

Asiatic Indahpura covers 2,832ha, and to date, 404.8ha has been developed with 5,000 residential and commercial properties.

Al-'Aqar REIT to buy 9 more properties

AL-'AQAR KPJ REIT, the world's first Islamic heathcare property trust, said it plans to inject nine more properties into the trust, raising its asset size to just over RM1 billion by year-end from RM651 million now.

Of the nine properties, it will buy six hospital buildings and one nursing college from KPJ Healthcare Bhd for RM305.9 million.

The remaining two properties it plans to buy are a hotel and office tower, Hotel Selesa and Metropolis Tower, which company officials said will be complementary to the healthcare tourism industry.

If regulators approve the deal, it will be the first time in the world that a hotel is included in an Islamic REIT.

Under syariah guidelines, hotels cannot be included.

"The hotel is well-positioned to benefit from health tourism sector growth and its operations are in accordance with syariah principles," KPJ chairman Tan Sri Muhammad Ali Hashim said at a media briefing yesterday.

The REIT's syariah committee had last month approved the proposed purchase, he said.

Some RM392.9 million will go towards the purchase of the nine new assets. This will be satisfied by RM249 million cash and the issuance of 151.4 million new REIT units at 95 sen each.

KPJ will use funds from the sale to Al-'Aqar to build and acquire more hospitals, as well as reduce borrowings.

"We have RM200 million to RM300 million available to build and acquire hospitals, and we can also raise more cash by reducing our stake in the REIT," Muhammad Ali told reporters at a briefing yesterday.

For now, he wants KPJ to maintain a stake of about 49 per cent in the REIT.

KPJ owns or manages 18 hospitals in Malaysia and six overseas. Hospitals overseas may later be injected to the REIT, but "not at this juncture".

The seven buildings that KPJ is selling to the REIT are the Seremban Specialist Hospital, Taiping Medical Centre, Kota Kinabalu Specialist Hospital, Bukit Mertajam Specialist Hospital, KPJ Tawakal Specialist Hospital new building, KPJ Penang Specialist Hospital and PNC International College of Nursing and Health Science.

This will be the third injection of properties into the REIT and it is expected to be completed by year-end.

Meanwhile, the REIT yesterday declared a dividend of four sen a unit for the first half of the year ended June 30 2008. Net income for the first half grew by 16.6 per cent to RM14.4 million.

Yesterday, the KPJ board also approved expansion plans for the Nilai college, where it recently bought a nine-hectare piece of land.

For the first phase, KPJ will spend RM22 million to build facilities to accommodate up to 3,000 students from 1,200 currently.

US July housing starts at 17-year low

BUILDERS in the US broke ground in July on the fewest houses in 17 years, signaling the residential-construction slump will continue to hurt economic growth.

The 11 per cent decrease to an annual rate of 965,000, the lowest since March 1991, followed a 1.084 million pace the prior month, the Commerce Department said yesterday in Washington. July's pace was higher than economists anticipated. Building permits, a sign of future construction, also fell.

Permits decreased 18 per cent to a 937,000 annual pace, lower than the 970,000 rate projected by economists.

Al-Aqar REIT to cross RM1bil by year-end

KUALA LUMPUR: The Al-Aqar KPJ Real Estate Investment Trust (REIT) is set to cross its RM1bil target for total asset size by year-end.

Its 11 assets are at present worth RM651.5mil and it yesterday added nine more purchased from KPJ Healthcare Bhd. The deal will be completed by the end of the year.

Al-Aqar, Malaysia’s first Islamic Healthcare REIT, previously bought over the 11 assets from KPJ Healthcare Bhd.

It is also one of only two Islamic REITS in the country. The total purchase consideration for the new acquisitions is RM392.9mil, to be satisfied partly by RM250mil in cash and through the issuance of 151.446 million new units at an issue price of 95 sen per unit.

KPJ Healthcare chairman Tan Sri Muhammad Ali Hashim said Al-Aqar would emerge as the largest Islamic REIT in the country once it crossed the RM1bil asset size target and this would appeal to foreign investors.

“It would help draw foreign direct investment into Malaysia,” he said at a briefing on Al-Aqar REIT yesterday. Seven hospitals are among the new properties to be included in the REIT.

They are the Seremban Specialist Hospital, the Taiping Medical Centre, the Kota Kinabalu Specialist Hospital, the Bukit Mertajam Specialist Hospital, the KPJ Tawakal Specialist Hospital New Building, the KPJ Penang Specialist Hospital and the PNC International College of Nursing and Health in Nilai.

The two other properties are Hotel Selesa and Metropolis Tower in Johor Baru. Al-Aqar KPJ REIT is managed by Damansara REIT Managers Sdn Bhd.

Damansara REIT Managers chief executive officer Yusaini Sidek said Al-Aqar would declare a four sen dividend per unit for its financial interim period ended June 30 compared to the previous corresponding period.

“For 2008, Al-Aqar KPJ REIT has forecast to do better than the 7.32 sen dividend we paid out in 2007,” he said.

Al-Aqar recorded a 27% increase in revenue of RM22.75mil for the first six months of 2008, up from the RM17.85mil in the previous corresponding period. Its net income improved 16.6% to RM14.43mil compared with RM12.38mil previously due to rentals received from the second acquisition of hospitals completed earlier as well as those from existing ones.

YTL Corp nets lower profit in Q4

MALAYSIA'S largest builder and power group YTL Corp Bhd's net profit for its final quarter to June 30 2008 fell 35.5 per cent to RM231.5 million from RM359.4 million in the same period last year.

The group's net profit for the year just ended rose 11 per cent to RM847.9 million against RM762.4 million previously, helped by earnings at its utility and cement divisions.

Revenue climbed 10 per cent to RM6.62 billion from RM6 billion a year ago, driven by its overseas operations including the UK, Australia and Indonesia.

"The group after considering its current level of operations and the current market conditions, is expected to achieve satisfactory performance for the current financial year ending June 30, 2009," YTL announced to Bursa Malaysia yesterday.

YTL Corp, for example, has paid dividends to its shareholders consecutively for 24 years and remains committed to its dividend policy," YTL group managing director Tan Sri Datuk Francis Yeoh Sock Ping said in a statement yesterday.

UEM Land listing prospectus to be out by mid-Oct

A PROSPECTUS for the planned November listing of UEM Land Bhd will be issued in about two months, officials said.

UEM Land is being listed in place of its parent, UEM World Bhd, under a group reorganisation which will see UEM Land emerge as a more focused property player.

UEM World, meanwhile, will end up as a RM2 dormant company.

UEM Land's biggest project and main focus for now is Nusajaya, a 4,047-hectare commercial and residential development in Johor, but in due course, it will handle more projects, said UEM Group Bhd managing director Datuk Ahmad Pardas Senin.

"The intention is for UEM Land to expand and diversify beyond just Nusajaya. It may also include the option of acquiring new landbank in other parts of the country or even overseas," he told reporters yesterday after shareholders approved the group's reorganisation plan.

UEM Land managing director Wan Abdullah Wan Ibrahim had said in May that any overseas investments by the company would be made in 2010 at the earliest.

Ahmad Pardas said the group has had exploratory discussions with many parties over potential land buys and projects.

"This is in the process of business development and evaluation, but whether or not we enter into (a deal) depends on the economics of it and whether or not it fits into UEM Land's strategy," he said.

With UEM Land's improved balanced sheet and gearing of about 1.3 times, it will be able to borrow to fund new undertakings, he added.

Details of UEM Land's projects, landbank and strategy will be included in its prospectus, to be issued "in less than two months", he said.

On the second Penang bridge, Ahmad Pardas said UEM Group will continue to work on the bridge "unless told otherwise by other parties".

"The construction continues as we speak. So far at UEM Group Bhd, there has not been any formal instruction to do otherwise," he said, adding that the group had spent more than RM200 million on the works to date.

UEM Builders, a unit of UEM Group, is part of a joint venture building the 24km bridge.

On the government's proposal for toll operators in the Klang Valley to reduce toll rates, Ahmad Pardas said PLUS Expressways Bhd, which is part of UEM Group, will work with the government to find a solution acceptable to all parties.

Discussions with the government are ongoing, he said.

UEM Land extends reach

Kuala Lumpur: UEM Land Bhd, which will be listed on Bursa Malaysia by November, will expand its landbank via acquistions beyond Nusajaya to other parts of the country and offshore.

Even parcels of land within the UEM group would be hived off to UEM Land in due time and details spelt out in its prospectus, said UEM World Bhd chairman Tan Sri Dr Ahmad Tajuddin Ali at the company EGM yesterday. UEM Land is subsidiary of UEM World.

Datuk Ahmad Pardas Senin

Whether the name UEM Land would be retained is unclear but landbank expansion is a vital component of its future growth.

UEM World managing director/chief executive officer Datuk Ahmad Pardas Senin said the company was in discussions with several parties including from Vietnam, India and the Gulf States.

“The intention is to diversify beyond Nusajaya and we do not preclude acquiring new landbank here and overseas if it suits our business expansion,” he said, adding that the landbank within the UEM group was small in comparison to Nusajaya’s over 10,000 acres.

Asked if UEM Land had funds to expand its landbank, Pardas said “it may not have the cash but we have the capacity to borrow”.

Yesterday, UEM World shareholders approved the proposed restructuring of the group which entails the delisting of UEM World and listing of UEM Land.

In February, UEM group announced its group-wide restructuring exercise where UEM World will distribute all its shares in four listed companies to its shareholders and UEM Land will take over its listing status.

The four companies are UEM Builders Bhd, Pharmaniaga Bhd, Opus Group Bhd and Cement Industries Malaysia Bhd.

Pardas said it was still unclear at this point whether UEM Builders or one of the other three companies would be delisted as the restructuring process was still ongoing.

“It depends on whether UEM shareholders take up the restricted offer for sale and whether such an exercise will trigger a mandatory general offer (MGO). In the case of Pharmaniaga, the MGO has been triggered. Our intention is to keep the companies listed,” he said.

On the second Penang bridge, Pardas said UEM group had not been “officially notified of any change” by the government of its contract even though UEM Builders had been awarded a contract with scope of works overlapping.

Initially the concession and privatisation of the bridge was given to UEM group and the project was to be undertaken on a build-operate-transfer basis.

“We are already doing work on the project and have spent RM200mil thus far. We will continue to do so until we are told otherwise,” Pardas said.

Asked if PLUS Expressways Bhd would be seeking compensation if there were a review in toll rates, Pardas said it was up to the government to decide on the review but there was provision in the agreement for compensation.

The sluggish property market is likely to recover in 6-9 months when the Malaysian economy becomes clearer for the people to make their decision.

“In 2009, the cloud will be clearer. When there is certainty in fuel price and there is regular cement and steel supply at market-driven prices, I think people can plan their lives,” said K C Yam, chairman of the Real Estate and Housing Developers’ Association (Rehda).

“Certainty is not only important to the man on the street but also to builders,” he added.

Iconic IJM Land in the making

Datuk Soam Heng Choon with the model of the group's Ampersand@Kia Peng project

IJM Land Bhd, the new listed vehicle of the merged RB Land Bhd and IJM Properties Sdn Bhd, has big plans to build up its reputation as a leading property player of iconic projects in the country.

Being IJM Corp Bhd’s property development arm, the company also has the advantage of leveraging on the construction expertise of its parent.

IJM Construction is the main contractor for several high-end condominium projects in the KLCC vicinity including The Binjai, Park Seven and Troika.

According to IJM Land managing director Datuk Soam Heng Choon, RB Land and IJM Properties, being subsidiaries of construction groups, were regarded more as contractors than developers.

With the merger, IJM Land now have the combined strengths of its enlarged landbank and enhanced building capability to make an impact as a trusted developer of quality niche properties and new townships.

The merger of the two entities in April has created one of the largest property companies locally with landbank of 10,000 acres and other assets with total market value of RM3bil.

IJM Properties owns 7,000 acres while RB Land has 3,000 acres. The total land has a potential gross development value (GDV) of more than RM20bil to be realised over the next 20 years.

The huge landbank, which is geographically diversified in the Klang Valley, Penang, Negri Sembilan, Johor and Sabah, makes IJM Land one of the top property developers in the country.

“The multiple locations offer us the flexibility to change our product mix and project launches according to market demand. This is an important advantage in the current challenging market conditions,” IJM Land managing director Datuk Soam Heng Choon told StarBiz.

The two companies have projects in different parts of the country, which complement each other.

IJM Properties’ notable projects include PJ8 in Petaling Jaya, Ampersand@Kia Peng – a high-end condominium project in the KLCC area, Manda’rina mixed residential project in Cheras and another project in Saujana Puchong, Ukay Green in Ulu Kelang and Riana Green East in Wangsa Maju.

In Sandakan, Sabah, IJM Properties is involved in a 320-acre housing project.

As for RB Land, its flagship projects are the Seremban 2 and Shah Alam 2 townships, and semi-detached houses and bungalows in Bayu Segar, Cheras, and Bayu Sri Bintang in Kuala Lumpur.

Soam said the enlarged RB Land would be involved in more commercial developments in future. Turnover from commercial projects is set to double to 40% in the next two to three years.

“One of the immediate benefits of the merger is to tap into each other’s expertise as well as share staff for various projects.

“While RB Land has a lot of township building expertise, IJM Properties has expertise in building high-rise residences, notably condominiums,” Soam said.

IJM Land is poised to be a core division of the IJM group as property development is expected to contribute significantly to group profits.

For the financial year ended March 31, 2007, property development contributed 24%, or RM77.1mil, to IJM Corp’s pre-tax profit of RM318.9mil.

The completion of the merger next month will also result in the number of issued shares in RB Land expanding to 1.1 billion of RM1.25 each from 568 million currently.

“The improved share capital base will place the company on a firmer financial footing to take advantage of opportunities in the market and improve the market’s perception of its financial strength,” Soam said.

The market capitalisation of RB Land is also expected to double from around RM660mil currently.

With the completion of the streamlining of IJM’s property development business in April, IJM Land is ready to move into the second stage, which is the rebranding exercise to create a strong presence in the market.

“The rebranding initiatives that will involve the whole works of the company’s business processes will kick off next month.

“More emphasis will be placed on customer service excellence and relationship building as well as raising the brand awareness of IJM Land as a reputable developer with quality products to offer,” Soam said.

IJM Land to focus on mid to high-end projects

Having the right product mix and brand attributes will ensure IJM Land Bhd joins the league of other well-regarded and strong growing property companies.

According to managing director Datuk Soam Heng Choon, the company would be placing more focus on medium-high to high-end property products as demand for mass market products had slowed down.

“We have some RM1.5bil to RM2bil worth of products lined up for launch each year, of which 30% will comprise high-end properties, 40% medium to medium high-end products and the balance lower-priced products,” he said.

High-end residential properties priced from RM1mil to RM7.2mil currently make up 20% of IJM Land’s total product offerings.

Its products have also shown good capital appreciation. An example is the Ampersand condominium in the KLCC vicinity, which were priced at RM600 per sq ft when the project was launched about a year ago but have now appreciated to RM1,200 per sq ft.

In line with IJM Land’s brand attributes of quality and well-designed products, value creation and on time delivery, Soam said IJM Land would be focusing on more modern and contemporary designs to meet the changing lifestyles of its buyers.

The company has more than 30 ongoing projects, of which 20 are in the Klang Valley, five in Penang, four in Johor, three in Seremban, two in Kuching, and one each in Malacca and Sandakan.

Meanwhile, the massive Canal City development on 5,000 acres in Kuala Langat is scheduled for launch next year. The project has an estimated gross development value (GDV) of RM10bil.

In Penang, IJM Land has its hands full with the ongoing development on the company’s coastal landbank along the Jelutong Expressway.

The IJM group was granted approval by the former Penang state government to develop 338 acres of land in exchange for the construction of the 4.7km Jelutong Expressway, which kicked off in the 1990’s.

The first 3.1km stretch of the expressway was opened to the public in 2003 while stage two was opened in February.

The whole development will be undertaken over four precincts – Bandar Sri Pinang on 82 acres, Metro East (30 acres) and The Light (152 acres) while the balance 100 acres comprising education, medical, art/cultural, commercial and residential components will be for future development.

The expected GDV for each of the precincts are RM680mil, RM1.1bil, RM5bil and RM2.5bil respectively.

Bandar Sri Pinang, comprising mainly medium to low-medium residences, is about 70% completed. The balance is expected to take another three to four years.

Among the ongoing projects in Metro East include Platino luxury condominium with GDV of RM190mil and Pearl Regency worth RM535mil.

The crown jewel of IJM Land is The Light, which is set for launch in the last quarter of this year.

The 152-acre integrated residential and commercial project will have 1,186 residences, including upmarket waterfront villas and condominiums, as well as office buildings, four hotels, retail malls, dining and entertainment facilities, seafront park, floating restaurant, and facilities for meetings, incentives, conventions and exhibitions.

The project, undertaken by IJM Land subsidiary Jelutong Development Sdn Bhd, will take 12 years to complete.

Work on the development will begin before year-end and the residential component under phase one is scheduled for completion by 2012 while phases two and three will take 12 to 15 years.

Under phase one, covering 42 acres, six parcels of high-end and low-density waterfront residences, will be developed.

With more than two million sq ft in total built up, the exclusive residences, with a view of the Penang Bridge, will generate a GDV of RM1.05bil.

Under phase two on 103 acres, a commercial and retail city, comprising the Gateway Towers, hotels, signature offices, showrooms, banquet and conference facilities, cultural hall, visitor centre and waterfront amphitheatre, will be built.

The seven-acre phase three will feature a seafront park.

The Light will be Penang’s first big scale wireless development and integrated waterfront project that is based on environment friendly designs and will use eco-friendly materials.

In line with IJM Land’s efforts to promote green building concepts, Soam said The Light would lead the way as Malaysia’s premier eco-friendly development.

“The focus will be on energy-efficient, healthier and environmentally-sustainable buildings.

“Being Penang’s first ‘green’ and sustainable development, the project will feature passive and energy efficient designs, including the use of solar panel for heating; wind turbines and photovoltaic panel as part of green energy; rainwater harvesting; eco self-sustainable canals; solid waste recycle management; green roof and the use of recycled timber and plastic,” he said.

Meanwhile, the calm water at the South Channel between the Penang island and the main land, will be ideal for The Light’s water recreational activities including water taxi, boating and floating restaurant.

AmARA REIT enhances value of properties

AM ARA REIT Managers Sdn Bhd has embarked on enhancing the value of its commercial property assets, including a rebranding exercise for The Summit Subang USJ, to boost earnings.

This will see Am ARA reposition and rebrand the retail complex at The Summit, which it acquired in March for RM263.28mil.

The Summit Subang USJ which will be refurbished and rebranded by AM REIT Managers to make it the shopping destination of choice in Subang Jaya.

Am ARA director Michael Lim said the plan was to make The Summit the shopping destination of choice in Subang Jaya by tapping into the middle-income population there.

He said a retail consultant would be engaged to prepare a blueprint to reposition and rebrand the complex. The next stage would be to refurbish the complex to enhance the quality and ambience.

“We do not rule out the acquisition of more units at The Summit from other third-party owners although we will be very selective in such acquisitions.

“Discussions are ongoing with some of the owners and we are evaluating the acquisition of another 70,000 sq ft of space with a purchase value of about RM20mil,” he said.

The Summit has an office tower, a 332-room hotel and a six-storey retail podium, with 2,125 car park bays. The office tower recorded 98% occupancy and the retail podium, 70%. The hotel recorded an occupancy rate of 75%, with average room rate of RM157 per night.

The Summit is one of the six buildings, with a total value of RM840mil that are owned by Am FIRST Real Estate Investment Trust (REIT) and managed by Am ARA.

Other assets are Bangunan AmBank Group, Menara AmBank and AmBank Group Leadership Training Centre in the Kuala Lumpur city centre where the average occupancy rate is 94%. The other two buildings are Menara Merais and Kelana Brem Towers in Petaling Jaya.

Lim said Menara Merais in Section 19, which was about 12 years old, would also be upgraded. He added that the building, which was valued at RM58mil, was about 68% occupied.

“About RM6mil would be spent on asset enhancement works which include upgrading the ground floor main lobby, lift lobby on other floors, toilets, car park and building re-painting,” he added.

Menara Merais, being the tallest building in the area, could be leveraged on to generate advertising income because of the high visibility and high volume of traffic flow into the area, he said.

Also on the cards is to develop part of Menara AmBank in Jalan Yap Kwan Seng. Lim said 17,000 sq ft of “bare” space on the 11th floor, previously rented out as storage space, would be turned into office space.

“Assuming a rental rate of RM5 per sq ft per month, this space can potentially generate additional gross rental income of about RM1mil per annum,” he said.

Asked if Am ARA’s forte was to acquire less costly buildings, enhance the value by refurbishments and then lease them out, Lim replied:

“Our strengths are in identifying good assets for acquisition, having pro-active asset management capability to improve the performance of our assets and also, in efficient capital management.”

AmFIRST REIT’s assets also provided a stable stream of income to its unitholders because tenants would usually opt for three-year tenancy agreements, he said.

The buildings are also geographically spread out with several tenants, hence providing some diversification and reduced concentration risk. The growth of these assets, mainly office space, would be underpinned by the strong demand, particularly in the Golden Triangle area, Lim said.

Am ARA is also leveraging on the demand for good office and retail space to push for higher rental. In the last financial quarter, there was a combined average increase of 15% in rental rates for its office and retail space.

Of the three office buildings in the Golden Triangle, Lim said 32% (or 280,000 sq ft) of the tenanted area was due for renewal from July 2008 to March next year.

“Assuming an average rate increase of 30 sen per sq ft, the renewal may potentially generate another RM1mil in gross rental income on an annual basis,” he said.

Lim added that there was upside for four of its buildings as they had to be revalued within 2009 and he expected potential appreciation in the carrying value of these assets, going by recent transacted prices for office space.

“The revaluation could possibly see an increase in value of 10% from the RM500 per sq ft historical book value,” he said.

On future corporate exercises, Lim said the current gearing was about 47% and the plan was to reduce it to between 30% and 35%. This could involve an equity-raising exercise to reduce gearing and finance future acquisitions.

Lim said this would offer an opportunity to bring in more foreign inevstors to raise AmFIRST REIT’s international profile.

UOL's Nassim Park Residences draws good response

UOL Group's Nassim Park Residences, a 100-unit freehold super-luxury development in Singapore, has achieved good response with 50 units sold in six weeks, drawing a good mix of local and foreign buyers.

More than 30 per cent of the buyers are foreigners and are mainly from Indonesia, Malaysia, Taiwan, the UK and Australia.

The luxury apartments cost at least S$10 million (RM23.6 million) each and the good take-up is attributed to its superior product positioning, strong product attributes and sizeable landscaping, not to mention its exclusive address in Singapore's most desired neighbourhood, the company said in a statement.

With Nassim Park Residences, a unique brand of city living is made possible with the collaboration of three internationally acclaimed creative minds: Singapore-based architect Chan Soo Khian, Japanese landscape architect Shunmyo Masuno and French interior designer Christian Liagre.

The project comprises a mix of lush ground floor units, each with its own private swimming pool as well as double-storey luxurious penthouses.

Withholding tax holds back growth

The withholding tax imposed on dividends is holding back the growth of real estate investment trusts (Reits) despite their high defensive qualities, especially in the current bearish market.

Analysts said Reits were currently below the radar screen of investors, especially retail investors, due to the withholding tax on dividends. The withholding tax is 15% for individuals and 20% to 26% for institutions. In Singapore, it is 10% for institutions.

Unlike Reits, companies which reward shareholders with dividends would have already paid the income tax while the investor can also offset the amount as a tax credit. However, this is not the case for Reits.

The analysts said other concerns were that lending rates could move up while it would also be difficult to push up rental rates in an economy which was slowing down.

However, there was more liquidity for Reits as investors could either buy or sell their Reit units much easier when compared with property, they said. But the lacklustre market conditions also meant slow appreciation of the Reit units.

Am ARA REIT Managers Sdn Bhd director Michael Lim said the upside for Reits was their high defensive qualities.

Michael Lim

“Reits offer good dividend yields, good asset backing and tenant agreements are locked in for three years,” he said.

It is understood that the Government is looking at the issue of withholding tax but it remains to be seen if it will be reduced in the Budget 2009 proposals.

Lim said Reits such as AmFIRST REIT were defensive instruments which provided good and stable returns/yield. Based on the latest quarterly results of AmFIRST REIT, its annualised return/yield is an impressive 10% (based on the closing market price of 88 sen for AmFIRST REIT on Wednesday).

IOI Prop profit dips slightly

IOI Properties Bhd has registered a pre-tax profit of RM550.183 million for its financial year ended June 30 2008, a one per cent decline from RM555.174 million a year ago.

Its turnover, however, rose 12 per cent to RM787.9 million from RM704.87 million previously, IOI Properties said a statement today.

According to the group, the financial performance was mainly driven by sales of shop offices and a pick-up in demand for residential properties in its township developments.

It also benefited from higher incidental palm oil profit from its land bank as well as gained about RM24.2 million from the disposal of non-current assets.

IOI Properties said the current year pre-tax profit included a gain of RM115.1 million (2007: RM134.9 million) arising from revaluation of investment properties.

“Barring unforeseen circumstances, the group’s operating performance for the current financial year is expected to continue to be satisfactory,” it said.

Setia Haruman expects high take-up for Cyberjaya project

SETIA Haruman Sdn Bhd is optimistic its RM200 million CBD Perdana 2 project in Cyberjaya will report a high take-up rate, amid current market uncertainties.

The two-year project, comprising signature retail-cum-corporate office suites, is earmarked for launching earliest by September this year.

The company, which the Emkay Group and the UEM Group hold a 75 per cent and 25 per cent stake respectively, is also launching 55 units of semi-detached houses priced more than RM800,000 per unit in December.

MASTER DEVELOPER: Setia Haruman chief operating officer Lao Chok Keang (left) and Balasundram looking at a model of the development projects for Cyberjaya

Setia Haruman corporate finance general manager Balasundram R. said Setia Haruman is confident of achieving positive sales from the two projects as they offer unique designs and features.

CBD Perdana 2 boasts a smart business environment and is suitable for companies wanting to adopt information technology in their businesses.

The suites will add 500,000 sq ft of office space to the current 3.7 million sq ft completed office space in the digital city by 2010, Balasundram said.

As the master developer of the 2,800ha Cyberjaya, Setia Haruman had previously developed over 200 high-end bungalow lots, 42 units of superlink homes fronting the lake and high-end condominiums dubbed "D'Melor".

The 120-unit D'Melor has been fully sold and tenanted, while more than 80 per cent of the bungalow lots have been taken up.

Balasundram said Cyberjaya's population, which stands at 35,000, is projected to grow to 60,000 by 2010, hence the need to build more housing.

"We want to ensure Cyberjaya has good ingredients to grow with the right product mix as international names are coming in," he said.

Balasundram said there has been interest from foreign parties looking to set up data centres in Cyberjaya, which will be the main activities there besides research and development centres.

Balasundram said 20 per cent of Cyberjaya has been developed year-to-date. 70 per cent of land in Cyberjaya is available for sale, while 10 per cent has been reserved for new projects.

Making Setapak a vibrant hub

Property developer Crystalville Sdn Bhd, which already has a number of projects within Sri Hartamas, aims to turn Setapak into a vibrant business hub with the development of Plaza Crystalville @ Setapak.

Comprising four blocks of three-storey shop offices, the development is targeted at business operators rather than conventional purchasers, said chairman Datuk Azman Mahmood.

From left: Crystalville general manager Baharom Kadir, Datuk Azman Mahmood and marketing manager Thomas Tom viewing a model of Plaza Crystalville.

“The principle is to have the Sri Hartamas lifestyle in Setapak. We hope to get buyers who are owner-operators rather than investors because the former will move in and start businesses there and make the area more vibrant,” he told Starbiz.

“There is a tendency for investors to purchase the property but not move in. We want the area to be buzzing with commercial activities to make the place more attractive.”

Built on 7.5 acres of leasehold land, Plaza Crystalville @ Setapak will comprise 52 shop office units with a starting price of RM1.4mil each. The development will also have 400 parking bays.

Plaza Crystalville @ Setapak is located at Jalan Genting Klang, intersecting Jalan Langkawi and Jalan Taman Ibukota. It is accessible from the Kuala Lumpur city centre via North-South Expressway and Middle Ring Road 2.

The project has a gross development value (GDV) of about RM100mil. Construction will begin next month and the project is slated for completion by end 2010.

To date, about 54% of the shop offices have been taken up since its launch in June. Azman said he was confident of a full take-up by October.

“Thus far, about 97% of purchasers comprise restaurateurs and other business operators.

“Although construction costs have gone up 18% and 25% in the past few months, we are not increasing the price of the shop offices,” he said.

Azman added that Setapak was an up and coming location and could be the “next Sri Hartamas”.

“Lots of amenities such as hypermarkets and departmental stores like Parkson and Tesco are coming up in Setapak. There is even a medical centre there. Plaza Crystalville @ Setapak will definitely add value to the area,” he said.

On another note, the company is confident of a full take-up for Phase 4 of its Subang Alam residential development project by year-end. The development, which has a GDV of about RM35mil, comprises 30 units of two-storey semi-dees and five units of two-storey bungalows.

Since having a private launch last month, almost 40% of Phase 4 has already been snapped up. Azman said two of the bungalows had also been booked.

Subang Alam is located in Taman Bunga Raya, which is within the fringe of Subang Jaya/USJ and Shah Alam. It is accessible via all the major highways.

Azman said the majority of purchasers were from the USJ area.

Prices of the semi-detached homes begin at RM960,000 while the prices of the bungalows start from RM1.1mil.

The Subang Alam project is being developed by Subang Alam Sdn Bhd. Crystalville and Subang Alam have common shareholders.

Crystalville specialises in shop office development while Subang Alam’s core business is in residential projects.

WCT’s margins feeling the pressure

PETALING JAYA: Construction and property company WCT Bhd’s margins are under pressure due to escalating building material prices with a quarter-on-quarter contraction in construction earnings before interests and tax margins to 6.2% from 8.3%.

OSK Research analyst Jeremy Goh said in a research note that year-on-year cumulative margins had contracted at all levels with the exception of net margins, which came in at 5.4% compared to 4.6% last year due to earnings from foreign subsidiaries not subjected to taxation.

“Management indicates that the pinch was felt the most for local construction jobs. However, due to the stronger recognition of property sales, overall margins were still up on a quarter-on-quarter basis,” he said, adding that results for the first half of 2008 (1H08) were also 15.7% below house and 14.5% below consensus estimates.

The company also face currency translation issues for the US$1.3bil (RM4.6bil) Meydan Racecource project in Dubai, a 50:50 joint venture with Arabtec Construction LLC. Goh said WCT’s share of the project, which came in at RM2.3bil, was now revised down to RM2.1bil due to the currency translation.

“As of 1H08, billings for the newly revised Meydan Racecourse value sums to 12%. In terms of actual physical works, the job is currently 34% complete. We reckon that revenue recognition will pick up further next quarter,” he said.

Goh, which maintained a “buy” on the stock, said the target price (TP) of RM3.90 has been trimmed to RM3.83 due to the changing value of the Meydan Racecourse project. He said there was a risk that the TP might be reduced pending further developments at an analysts’ briefing called by the company Friday.

INVERFIN Sdn Bhd, the owner of Menara Citibank in Jalan Ampang, Kuala Lumpur, has put its asset up for sale and shortlisted three bidders, sources say.

The bidders are a local listed entity, a private equity fund and a Korean fund. A decision may be made next week.

Inverfin may fetch between RM760 million and RM910 million for the 758,608 sq ft building, based on a bid price of between RM1,000 and RM1,200 per sq ft.

Inverfin is 50 per cent owned by Menara Citi Holding Co Sdn Bhd, a unit of US bank Citigroup. Singapore's CapitaLand Ltd holds another 30 per cent, while Amsteel Corp Bhd has the rest.

"The building could fetch between RM1,000 and RM1,200 per sq ft. The parties are looking at the terms and conditions of the deal now," the source said.

Citibank Bhd declined to comment, while the Lion group did not respond to Business Times' query at press time.

The 50-storey building, built in 1994 by the Lion group, was previously called Menara Lion. It is located at the heart of the city centre, close to the Petronas Twin Towers.

In 2000, the Lion group sold half of the building to Citigroup for RM75.25 million, or RM543 per sq ft, to pare debt.

The building, which is fully occupied, houses Citibank's local branch, Lion group offices, oil and gas company Talisman, Japan Airlines and the Tourism Board of Thailand, among others.

Citigroup has been selling assets worldwide to raise funds since taking a huge hit from the US subprime mortgage meltdown. Earlier this year, it sold its Japan headquarters to Morgan Stanley in a deal said to be worth US$445 million (RM1.5 billion).

It was also reported that Citigroup is selling two Manhattan office buildings to SL Green Realty Corp for about US$1.58 billion (RM5.3 billion).

In India, Citibank was reported to have sold more than half a dozen flats in Mumbai.

Builders: Scrap import tariffs on steel bars, billets

The government has been urged to consider abolishing tariffs on all steel bars and billets to ease the current shortage which has resulted in a critical increase in prices.

The Master Builders Association Malaysia (MBAM) said the steel bars and billets are now tiered at five per cent Common Effective Preferential Tariff from Asean members and 15 per cent Most Favoured Nation from other countries.

“The proposal will make it easier for the construction industry to obtain cheaper steel bars and feed its current growth and to ensure projects can be completed according to deadline,” MBAM said at the Ministry of International Trade and Industry Dialogue 2008 today.

It said both China and India had started to impose a 15 per cent tax on export of steel bars to ensure that their demand was met.

Taiwan had suspended exports of rebars and steel billets for three months to increase local supplies and curb price escalations since March this year, it said.

MBAM said the suggestion would help contribute towards disciplining the local steel industry and help solve the perennial steel shortage that has affected the construction industry.

Meanwhile, the Real Estate and Housing Developers Association Malaysia (REHDA) said the authorities should rectify the situation by fully liberalising the import of steel bars, rods and wires immediately to ensure supply at competitive prices for the domestic housing and construction industry.

REHDA and related industry players welcomed the governments decision to liberalise the cement market but did not agree with the imposition of 10 per cent import duty.

“The cement importers still have to consider other expenses such as handling and especially transportation charges, which can be a very hefty expense now with increase in fuel price,” it said.

China real estate: At tipping point

China’s real estate market remains an anomaly and has charted exemplary growth in the last decade, buoyed by the country’s high economic growth and higher disposable incomes that has given rise to burgeoning demand for property assets.

Since early last year, the real interest rate in China has moved further into negative territory owing to the persistent rise in the consumer price index. Real interest in June 2008 was down to -3.77% (it hit a high of -5.37% in February 2008) as compared to -0.4% early last year.

To protect real purchasing power against inflation, consumers will seek to invest in property to preserve the value of real income. Given that real interest rates are likely to stay low or remain negative for some time, high investment demands will bring further growth to China’s property market.

In addition, the positive wealth effects arising from the spectacular rise in China equity markets in over the past couple of years, coupled with the strength of the yuan, have added to the sector’s allure among both local and foreign investors.

Shanghai, Beijing, Guangzhou and Shenzhen are among China’s Tier-I cities most sought after by foreign investors, given their high levels of urbanisation, mature property markets and extensive supply of quality buildings.

In Beijing, the real estate industry remains the backbone of the local economy. In 2007, investment in Beijing’s real estate market increased 16% y-o-y to 199.58 billion yuan (RM96.6 billion), despite a hold-and-wait strategy adopted by some investors.

However, concerns about asset price inflation fuelling investment bubbles have led to government restrictions such as tighter monetary policies to absorb some of the excess liquidity as well as investment policies to curb speculation.

These measures include the introduction of higher minimum down payment, higher sales tax on residential properties owned for less than five years, nationwide 20% capital gains tax and additional restrictions on foreign investments.

In 4Q07, China’s real estate investment witnessed a slowdown following the implementation of the land appreciation tax as well as additional restrictions imposed on foreign investment in the sector.

The tightening policies by the Government led to a mild correction in the property market in the 4Q07-1Q08 period, with transaction volume dropping by 51% q-o-q and 1% y-o-y in 1Q08. However, the partial recovery in March sales volume in major cities shows that fear of further deterioration is subsiding.

So far, the government’s tightening policies have been successful — prices have stabilised, while volumes have contracted. We believe the current correction is beneficial for the development of a sound and sustainable property market. We further anticipate strong competition and stricter restrictions on foreign investment in the Tier-I cities to result in foreign investors shifting their preference to Tier-II or Tier-III cities such as Chengdu, Chongqing and Hangzhou.

On the lending side, real estate loans appear to be less readily available than they were 12 months ago. Banks, encouraged by the China Banking Regulatory Commission, are tightening their criteria for lending and strict loan quotas have been introduced.

Recent increases in the reserve requirement ratio for banks serve as a further constraint on lending. Where loans are available, they are at lower loan-to-value ratios, and are charged higher interest rates. Ironically, latest figures show that domestic lending to the sector remained high at 28% in March 2008 (Dec 2007: 32.2%).

Given that China’s share of mortgage loans to GDP ranks amongst the lowest at 10.8%, the risk of incurring a US-style subprime mortgage crisis is well contained. Nevertheless, China’s real estate market is still subject to the consequential effects from a slowdown in the US economy, given the dominant role that US consumers play in driving the demand side of the world economy.

However, China’s real estate market is expected to continue to benefit from the country’s strong economic fundamentals. The real estate market will also get a boost from the 2008 Summer Olympics in Beijing. Nevertheless, we caution that valuations post-Olympics in Beijing and Shanghai’s real estate markets could see considerable adjustments to rentals and demand.

Residential outlook
Judging from the first fourth months of 2008, Beijing’s residential market has softened slightly as supply and transaction volumes have started to taper off. Prices, however, continue to rise, albeit much slower than in 2007. Supply and demand volumes during the period were 34% and 54% lower than a year ago.

Despite a decrease in transaction volumes, investments in the residential market, which has been on the rise since 2001, continued to grow in the first four months of 2008 to 21.6 billion yuan, up 4.3% from a year ago.

In Shanghai, the housing market is expected to encounter a mild correction in 2008. On the high-end side, the market remained active in 2007, despite government efforts to curb the present excessive liquidity through restrictive mortgage lending and limited land supply for high-end residential developments.

Growth was supported by higher demand for high-end properties as long-term investments, as well as the continuous inflow of expatriates. The new supply of luxury residential homes is expected to reach 3,659 units in 2008 versus 3,303 units in 2007.

Hong Kong’s Residential Price Index has continued on its uptrend into 2008. In 2007, the index grew 25.7% y-o-y to 145.9 points (2006: 9.2% y-o-y). As at May 2008, the index rose to 32.1% y-o-y to 161.8. In 4Q07, prices for luxury residential in The Peak recorded the highest growth among the traditional luxury districts. The average luxury residential price increased 6.4% q-o-q from HK$20,124 (RM8,557.79) per sq ft in February 2008 to HK$21,419 per sq ft in May 2008.

Office market still upbeat
China is currently moving towards a more service-oriented economy. This, coupled with the increasing number of multinational companies that have established a presence in China, is stimulating demand for quality office space, particularly in cities such as Tianjin, Nanjing, Wuhan, Qingdao, Dalian, Chongqing and Chengdu.

In Beijing, more than 1.6 million sq m of Grade A office space was launched in 2007, more than double that of 2006. New office spaces in the prime CBD and its vicinity accounted for nearly 45% of the total supply. In 2008, the Beijing Grade A office market is expected to see 1.3 million sq m of office space in the pipeline, in particular in the prime CBD, which is expected to put some pressure on the market.

Demand for office space remained strong in 2007, with the annual take-up increasing by 12.8% y-o-y to 0.8 million sq m. As a 1Q08, the total take-up of the Beijing Grade A office was 209,354 sq m. Most of the new lease tenants came mainly from the banking and financial sectors, insurance, professional services and high-tech sectors.

Average rentals in the Grade A office market remained robust throughout 2007, reaching US$23.80 (RM79.73) per sq m per month in 4Q versus US$22.60 in 3Q07. This year, we expect average rentals for office buildings to continue to sustain its steady growth, despite the large supply expected to come on stream, given the continued demand for high quality office space.

The liberalisation of the China’s banking sector and Shanghai’s emergence as a major financial centre has buoyed demand for office space in Shanghai. In the Grade A segment, net absorption amounted to around 263,000 per sq m in 2007 as tenants sought quality space in the city for expansion, upgrading and relocation.

In 2008, we expect the demand for Grade A office space to continue to increase, given the rise in business expansion plans, particularly from foreign banks, financial institutions, as well as professional firms.

The Shanghai Grade A office market supply is expected to increase to 843,300 sq m in 2008, mainly in Pudong area (608,900 sq m or 72%) of which the Shanghai World Finance Centre alone will contribute some 226,900 sq m, Jing’an (163,400 sq m) and Putuo (75,000 sq m).

The increased supply of Grade A office space will slightly push up the vacancy rate in 2008, and cause rentals to soften to approximately 2% versus 11.3% in 4Q07. The average rents in Shanghai’s office market continued to rise, increasing by 2.8% in the 1Q08 to 8.4 yuan per sq m per day (US$36.4 per sq m per month), underpinned by strong demand for prime office space in both the city’s eastern and western office precincts.

Focus on Tier-II cities
Given the limited availability of urban sites as well as surging land prices in Tier-I cities, foreign developers have increasingly shifted their investments towards Tier-II cities. Rapid urbanisation in Tier-II cities is expected to translate into steady demand for residential units.

In the office market, growth in the Grade A segment has been driven by interests from well-known developers, the entrance of multinational companies, as well as the push by the local governments to create more attractive CBDs. We expect the demand for Grade A offices to continue to increase in the coming years, underpinned by continual influx of multinational corporations which will stimulate the demand for quality office space in cities that have the potential to become a regional service centre.

The move also coincides with the government’s emphasis on Tier-II cities with strong economic prospects as part of the government’s efforts to narrow the wealth gap between eastern coastal cities and their western brethren. In recent years, the government has introduced tax incentives and encouraged infrastructure investments to attract companies into China’s interior.

For China’s next phase of development, the country’s Tier-II cities are expected to provide more opportunities for property investors, in particular cities with high population as well as per capita income.

There are currently 57 cities in China with a population of over one million and per-capita GDP of above US$3,000. Out of these, 14 are located in the Yangtze Delta, nine in the Guangdong province, and six in the Shandong province. These cities generated 43% of the national GDP in 2005.

Blackstone, rivals eye US$1b China property

SHANGHAI: Global buyout funds and property investors including Blackstone Group are vying to buy up to four commercial buildings in Shanghai for as much as US$1 billion (US$1=RM3.32), three sources with direct knowledge of the matter said.

Super Ocean Group, whose chairman is high-profile businessman Ye Lipei, has put a package of four buildings on sale as it seeks cash to support its growth in other sectors, the sources said yesterday.

The four buildings to be sold by Super Ocean include the Bank of Shanghai tower in the Lujiazui area of Shanghai's Pudong financial district, and Southern Securities Mansion, located on Nanjing Road, one of China's busiest commercial streets, the sources said.

Super Ocean aims to sell the four buildings together but potential bidders have the option to purchase three of the four, said the sources, who did not want to be identified because the deal was not finalised. They put the price tag for the deal at five billion to seven billion yuan (100 yuan = RM48.38).

Representatives for US-based Blackstone could not immediately be reached for comment. Super Ocean declined to comment.

Two of the three sources said no deal had been reached yet and talks between Blackstone and Super Ocean could collapse over valuation of the buildings. The other source said Super Ocean aimed to complete the deal by the end of this month.

"It's not easy for Blackstone and Super Ocean to reach a deal as Super Ocean is probably asking too much for these properties," said one of the sources.

"There are also concerns about the ownership structure, which is a bit complicated for some of the four buildings," he added.

The seven-billion-yuan price tag for the four buildings in the proposed package deal was offered by Super Ocean late last year for bidders' reference, though the final price could be lowered amid concerns about global property investment.

In China, the government has clamped down on bank lending for construction and imposed various measures including taxes and new rules to try to stamp out property speculation.

Although aimed at the residential market, the steps are cooling appetite for land and starving property firms of funding, so could also put downward pressure commercial property prices.

Besides Blackstone, other potential buyers include Ireland's Treasury Holdings and an Australian asset manager, which the sources declined to name.

Negotiations between Treasury Holdings and Super Ocean stalled over price issues several months ago, said one source. But Blackstone and the Australian fund are still seperately in talks with the Chinese developer, the other sources said.

Invest Penang Budget 2009 wish list

PENANG’S investment agency has unveiled its Budget 2009 wish list which includes a request for an investment promotion grant and lower taxes for small businesses.

The list, drawn up with feedback from foreign and local manufacturers, has been submitted to Prime Minister Datuk Seri Abdullah Ahmad Badawi last month.

“The proposed investment promotion grant can be disbursed to every state investment promotion agency in the country for investment promotion and investor facilitation purposes,” Invest-in-Penang Bhd (investPenang) executive committee chairman Datuk Lee Kah Choon told a media briefing in Penang yesterday.

LEE: List is with the Prime Minister

Present were representatives from the medical devices, engineering, medical tourism and plastics industries. Penang firms also requested:

* a revolving fund to assist public sector industrial park developers,

* lifting the curtailment of gas supply through gas pipelines,

* incentives for the promotion of health services, and

* the continuation of planned infrastructure projects.

Penang is currently home to an estimated 1,500 small and medium sized enterprises (SMEs) and Lee said firms have proposed that corporate tax be reduced gradually from 26 per cent to 15 per cent over five years.

On the request for the revolving fund, Lee said that currently, investors need ready-built facilities which meet their operational specifications.

“Investors prefer not to own the property initially but rather lease it with an option to purchase it later.

“This is why we are proposing the establishment of the fund in the form of soft loans of between zero and four per cent interest rate be given to the public sector developers, like the Penang Development Corp to construct purpose-built buildings,” he said.
