Guocoland to launch Damansara City 2 by Q3

GUOCOLAND (Malaysia) Bhd hopes to launch its RM1.9 billion flagship development, known as Damansara City 2, in the third quarter of this year, an official said.

The property arm of the Hong Leong group will build the integrated development in Kuala Lumpur's Pusat Bandar Damansara, over a 2.2 million-sq-ft area.

It will comprise two office blocks, a 300-room hotel, a 260-unit serviced apartment block and a retail centre.

"We hope to launch it, hopefully, in the third quarter. The gross development value is not really firmed up yet, but it could be between RM2 billion to RM2.5 billion. We're selling only the serviced apartments," managing director Yeow Wai Siaw told Business Times yesterday.
He said work on the project could start immediately once all approvals were obtained. He is targeting for the project to be completed in about 30 to 36 months.

The project by Guocoland was first announced by Prime Minister Datuk Seri Najib Razak yesterday. It was one of 19 projects he unveiled under the government's Economic Transformation Programme.

Guocoland's share price gained 11 sen to RM1.35 in the stock market yesterday.

Low family offers RM305.2m for AP Land

Low Chuan Holdings is offering 45 sen a share for all of AP Land's assets and liabilities in what is likely to be a prelude to the company being taken private

The Low family has offered RM305.2 million to take over the business of Asia Pacific Land Bhd (AP Land), a 50-year old property developer, in what is likely to be a prelude to the company being taken private.

AP Land is famous for building some of Kuala Lumpur's main landmarks like the Empire Tower and City Square shopping centre, which sits at the junction of Jalan Tun Razak and Jalan Ampang.

The group's major shareholder is Low Chuan Holdings Sdn Bhd (LCH) with a 37 per cent stake. LCH is owned by Low Gee Tat@Gene Low, Low Gee Teong, Low Gee Soon, Sem Siong Industries Sdn Bhd, Selangor Holdings Sdn Bhd and Low Chuan Securities Sdn Bhd.

LCH is offering 45 sen a share for all of AP Land's assets and liabilities. The stock closed at 41 sen on Monday as trading was suspended yesterday.

Analysts told Business Times that this is an opportunity for LCH to take AP Land private as its market value is way below its net tangible asset of RM700 million.

"Looking at that situation and with not much assets in AP Land's coffers, it is better to privatise the company. AP Land has not garnered much interest from investors," said one analyst.

AP Land, formerly known as Mount Pleasure Holdings Bhd, was founded in 1961 and is involved in property development and investment.

It operates a golf course and college and has an oil palm plantation in East Kalimantan, Indonesia.

Its current projects are myHabitat residences in Kuala Lumpur, Bandar Tasik Puteri township in Rawang, Selangor, and Penang Island Bay Resort.

AP Land has launched a commercial development in Changshu City in China and a residential project in Hokkaido, Japan.

Sunway unit wins S’pore land deal

KUALA LUMPUR: Sunway Holdings Bhd, via indirect subsidiary Sunway Developments Pte Ltd (SDPL), has been awarded a tender to jointly develop a parcel of land at Yuan Ching Road, Singapore, for a 103-year lease term at S$131.6mil (RM314.91mil).

SDPL, a wholly-owned subsidiary of Sunway Construction Sdn Bhd which in turn is a wholly-owned subsidiary of Sunway Holdings, will be jointly developing the land with Hoi Hup Realty Pte Ltd and SC Wong Holdings Pte Ltd.

“Hoi Hup, SDPL and SC Wong Holdings intend to incorporate a joint venture on a 60:30:10 basis to undertake the development of the land,” Sunway Holdings told Bursa Malaysia yesterday.

The tender was awarded by the Housing and Development Board of Singapore, it said.

Hoi Hup, incorporated in Singapore, has a paid-up capital of S$3mil and is involved in real estate development. SC Wong Holdings, which is also incorporated in Singapore, has a paid-up capital of S$15mil and is principally involved in investment holding.

“The completion period of the proposed project shall be 48 months or earlier, commencing from January 10, 2011 and would contribute positively to the earnings of Sunway Group for the financial year ending Dec 31, 2012 onwards,” Sunway Holdings said.

In a separate statement, Sunway Holdings said SunCon had secured a banking facility amounting to US$15mil (RM46.35mil) for the issuance of tender bonds, performance bonds and advance payment bonds for current contracts and future contracts to be secured by the latter.

SunCon is principally involved in turnkey, construction related design and build, civil engineering and building works.

SPAD plans to gain from property projects

PUTRAJAYA: Land Public Transport Commission (SPAD) is looking into the possibility of property development adjacent to the country's upcoming mass rapid transit (MRT) lines to partly service the debt for the construction of the MRT.

According to its chief executive officer Nur Ismal Kamal, the value generated from this property play along the rail line could be used to partly pay for the construction of the MRT.

“It is proven in Hong Kong where the already high property prices there escalated even more after the construction of its MRT.

“Syarikat Prasarana Negara Bhd will be in charge of creating this company to manage property and commercial development around our MRT assets.

“We have recently visited Hong Kong specifically to learn from MTR Corp Ltd in relation to the MRT and property play aspects. We have also formed a working relationship with Singapore's MRT operator in the effort to adopt the best practices of the industry,” he told reporters after the Economic Transformation Programme (ETP) update by the Prime Minister Datuk Seri Najib Tun Razak.

The update on ETP saw 19 new developments worth RM167bil with major investments in oil and gas as well as energy, property development, business services and healthcare.

Property development in this update includes investment in the hospitality sector of RM1bil by Teluk Datai Resort Sdn Bhd and RM75mil by YTL Group as well as RM1.9bil in integrated development in Pusat Bandar Damansara by Goucoland Bhd.

SPAD, the supervising and coordinating agency of the country's first MRT project is expected to start the construction of the first MRT line from Sungai Buloh to Kajang in July.

The Sungai Buloh-Kajang line is estimated to be 55km to 60km in length.

It was reported that MTR Corp, that was established in 1975, has developed 27 rail stations, 74,165 residential units and more than 1.7 million sq metres of commercial areas.

Nur Ismal said the call for tender for some of the preliminary and main works of the MRT would start at the end of April and awarding would commence in the middle of May.

“We are still in discussion whether to award all the projects to the contractors before July or progressively as the works start.

“But, the tunnelling works (of which the project deliver partner MMC Corp Bhd and Gamuda Bhd joint-venture is allowed to put in their bid) will be decided before July,” he said.

In terms of construction cost of the Sungai Buloh-Kajang line, Nur Ismal said, it was hard to estimate at this point of time.

“We will have the final cost of this first line when we completely finalised the alignment after taking into consideration the response from the public, done the value management studies and engineering aspects,” he said.

The total estimated value of the three MRT lines is RM36.6bil.

On the development of the other two MRT lines as initially proposed by MMC-Gamuda JV, Nur Ismal said if any, the second and third lines would be announced in late March or early April after the completion of the Urban Rail Development Plan.

“By then, we can share on how the whole network would look like and where the construction of the next MRT line will be. It would all depend on its priority,” he said.

Asked whether this MRT is a profit-oriented project, Nur Ismal said this MRT project had many facets such as to reduce heavy traffic on the road, to support the development of other entry point projects such as the Warisan Merdeka and the KL International Financial District.

He said usually as in other MRT projects, the Government would bear the construction cost but the project must have the return for the maintenance of its asset and service to the public.

Ivory to offer seaview villas in Batu Ferringhi

Semi-detached villas with unobstructed sea views along Penang's famous tourism belt Batu Ferringhi are poised to be one of Ivory Properties Group Bhd's latest offerings this year.

The project which carries a gross development value of RM27 million will comprise only 11 units of the resort-style development which is located within a hillside setting with an ocean view.

The company's deputy chairman and executive director Datuk Seri Nazir Ariff Mushir Ariff said Ivory Properties will also unveil this year a luxury condominiums project known as "The Latitude" in Tanjung Tokong, Penang.

"The Island Resort semi-detached villas will be launched by the middle of the year and we expect to complete the project by 2014," he told Business Times.

Also present at the interview was the company's head of investor relations Ang Kung San.

Nazir said each of the four-storey villas, comprising four plus one bedrooms and 5 bathrooms, will boast its own lift and private plunge pool.

Tagged between RM2.33 million and RM3.98 million, the 11 units are part of Ivory's "10 Island Resort" project, which is sited at Batu Ferringhi's Miami Beach.

The villas come in various sizes, with built-up areas ranging from 3,820 sq ft to 6,450 sq ft.

Nazir said the villas, along with the 220 units of the upscale "`The Latitude" (which is sprawled on a 0.82ha and carries a development value of RM137 million) are among the 300 units of property which Ivory Properties will be lining up for sale this year.

The company currently has an undeveloped landbank of between 160ha and 200ha in both Penang and Tanjung Malim, Selangor.

"We are actively looking for land and joint-venture partners in Penang and the Klang Valley," Nazir said.

Meanwhile on Ivory's plans for a four- to five-star hotel within its Penang Times Square development in George Town, Nazir said:

"We intend to construct and sell the proposed hotel and are seeking for investors to co-build the hotel with us."

He also said that work on Phase 3 of Penang Times Square, which will comprise luxury condominiums, a convention centre, cineplex and a 150,000 sq ft departmental store, is expected to take off by the end of this year.

Mammoth Empire buyer of Damansara Perdana land

The Mammoth Empire Group was the recent buyer of two pieces of land in Damansara Perdana, Selangor, from MK Land Holdings Bhd.

It is learnt that Datuk Sean Y.T. Ng, founder of the Empire Group, had made the offer via Foster Estate Sdn Bhd.

This is the fourth piece of land the Empire Group is buying from MK Land.

MK Land announced on January 4 that Foster Estate plans to buy two pieces of land in Damansara Perdana, comprising 7.4ha and 3.3ha for RM100.8 million and RM29.2 million respectively.

According to Mammoth Empire group executive director Danny J.Y.Cheah, Foster Estate aims to set up an integrated property development, comprising commercial and residential towers, and retail.

"There is a lot of synergy in Damansara Perdana. We already have three developments. If we do not buy it, MK Land would sell it to other developers.

"There is a lot of economies of scale for us to do another project in Damansara Perdana," Cheah told Business Times.

The group's current projects in Damansara Perdana includes Empire City, an integrated lifestyle commercial development on a 9.2ha site; Empire Damansara, a mixed development; and Empire Residence.

Empire Residence, a high-end gated and guarded development on 19.2ha of land, is a joint venture with MK Land.

Damansara Perdana sits next to the thriving Kota Damansara township and it is also close to the new planned development of the Rubber Research Institute Land in Sungai Buloh.

New project a boon for Ibraco

KUCHING: Ibraco Bhd, which is expected to come out of the Practice Note 17 (PN17) status soon, has chalked up sales of RM140mil for its newly-launched commercial, industrial and residential project called Tabuan Tranquility.

Located along the Kuching-Kota Samarahan Expressway, it is Ibraco's biggest mixed development project on 66ha which comprises 640 double-storey terraced houses,108 semi-detached houses, 60 three-storey townhouses, 76 units of four-storey shophouses, 72 semi-detached industrial buildings, an office block and a petrol station.

Also on sale are 24 residential detached lots.

Chiew Chiaw Han says Ibraco is on the lookout to increase its landbank.

Ibraco chief executive officer Chew Chiaw Han said the project, which formed part of the company's regularisation scheme, had a gross development value (GDV) of RM517mil.

“The project has a five-phase development up to 2015. Two of the phases have been launched,” he told StarBiz yesterday. The project is expected to generate a gross profit of RM83.5mil.

He said 70 units of the shophouses priced between RM1mil and RM1.79mil had been sold for RM73mil. The mall will be completed in July.

Sales of RM67mil were generated from 160 houses under phase five launched more than a month ago. This phase comprises 204 terraced houses and 38 semi-detached houses priced between RM363,000 and RM800,000. They are expected to be ready by November next year.

Chew said Ibraco would maintain property development as its core business, adding that there was no plan to diversify into other businesses.

The company has a landbank of about 285ha in Sarawak more than 50% of which is in Kuching.

“We are on the lookout to increase our landbank,” he added.

Last week, the company announced its proposal to sell a piece of land in Kuching for about RM14.2mil. Chew said the proceeds would be used for its working capital.

He said Ibraco, which completed its regularisation scheme a week ago, was expected to exit the PN17 category in the second half of this year.

After the completion of the regularisation, the company is required to report profits for two consecutive quarters.

Ibraco was classified a PN17 company after its revenue for the financial year ended Dec 31, 2009 fell below 5% of its paid-up capital.

Chew said Ibraco, which has a paid-up capital of nearly RM99.5mil, settled all its bank borrowings of RM12mil last week, and had zero gearing now.

The company's single-largest shareholder is Sharifah Deborah Sophia Ibrahim, with a 21.7% stake. Sharifah Deborah is the daughter of Ibraco founder, the late Wan Alwi Ibrahim whose family once owned more than 60% of the company.

The other substantial shareholders are newly-appointed executive director Datuk Wee Song Ching (16.79%), Singaporean Ng Cheng Chuan (16.61%) and Chew (11.51%) through his firm Hiap Ghee Seng Sdn Bhd and a direct stake.

Sino-Saudi plan for 7-star hotel

BEIJING: Beijing authorities plan to build a "seven-star hotel" modelled after Dubai's Burj Khalifa - the world's tallest building - in a US$1.3 billion (US$1 = RM3.07) joint project with Saudi Arabia.

The hotel will be erected in western Beijing's Mentougou district some 30 kilometres from the Chinese capital's centre, the state-run Beijing Morning Post said in a Thursday report, quoting a local parliamentary meeting.

A district official, who declined to give his name, confirmed the project and its price tag in comments on Friday.

He said that the Saudi side was expected to foot the entire bill but he refused to provide other details, such as why such an expensive project would be located in the underdeveloped rural area.

The Beijing Morning Post said the building's design would be patterned after the 828-metre Burj Khalifa's distinctive slender, tapering design, but did not say how tall the planned structure would be.

The "seven-star" classification is not officially recognised internationally, as no formal body awards ratings above five stars, but there are a handful of luxury hotels around the world that still use the distinction.

Dubai's Burj Al Arab is one such establishment, and in Beijing, the Pangu 7 Star Hotel built near the 2008 Olympic stadium also claims the rating.

Boustead in talks to buy army base land for RM8b project

Boustead Holdings Bhd may build mixed commercial and residential properties worth more than RM8 billion on the 98ha Batu Cantonment army base at Jalan Ipoh, Kuala Lumpur.

The group's main shareholder Lembaga Tabung Angkatan Tentera (LTAT), which holds a 59 per cent stake, is in talks with the government to buy the land and is close to sealing the deal.

Boustead deputy chairman and group managing director Tan Sri Lodin Wok Kamaruddin is hopeful that it will be involved in the land development.

"Hopefully the deal could be secured soon. Everyone is working hard to make it happen. If LTAT can buy the land, we will do a feasibility study to decide on the most viable properties to build," he said.

"It is a good site for a mixed development. It would be the kind of project that one would want to pursue on this prime land," Lodin told Business Times.
He said Boustead may build medium to high-end houses, commercial and residential towers, shophouses, small office/home office and a mall.

The government is selling some of its prized land bank around Kuala Lumpur and the Klang Valley at current market value for redevelopment.

These include the Batu Cantonment land, 24ha at Jalan Cochrane, the 1,320ha Rubber Research Institute land in Sungai Buloh, and smaller parcels at Jalan Stonor, Brickfields, and Bukit Ledang, off Jalan Duta.

It is unclear how much the Batu Cantonment land is worth but according to Previn Singhe, founder and chief executive officer of Zerin Properties, the market value for unconverted land at Jalan Ipoh is now between RM40 and RM80 per sq ft.

Previn said the development will attract foreign investments as it is closely located near the KLCC.

"The shear size of the development offers a lot of promises. Prices of real estate along Jalan Ipoh have always been stable with good movement ... it's not as docile as how one thinks.

"This project will have a positive impact on Jalan Ipoh if done well and if the developer can tap on the commuter line nearby, and the proposed Kepong-Kajang line," Previn said.

The Batu Cantonment army base, which has been there for over 40 years, will be relocated.

In 2002, the Perak state government had earmarked a 680ha site in Batu Gajah for the relocation.

IJM Land’s big plans for 2011

PETALING JAYA: The ending of the proposed merger between IJM Land Bhd and Malaysian Resources Corp Bhd (MRCB) has come as a disappointment for the former’s shareholders.

Investors had expected that a merged IJM Land-MRCB entity, which would have been the de facto property arm of the Employees Provident Fund (EPF), would play a major role in the major development planned for the 3,300 acres of Rubber Research Institute Malaysia (RRIM) land in Sungai Buloh, Selangor.

The expectation was driven by the fact that the EPF holds the mandate for the RRIM land and is a controlling shareholder of MRCB with a 41.63% stake, as well as a substantial shareholder of IJM Land’s parent IJM Corp Bhd, with a 16.3% stake. EPF also owns a 7.5% direct stake in IJM Land.

But with the merger called off, IJM Land’s investors have had their expectations curtailed.

It is still possible for IJM Land to revisit a merger with EPF-controlled MRCB, perhaps at a later stage, but until that happens, it will not be sitting still waiting for big projects to drop into its lap.

In fact, IJM Land’s prospects are looking as strong as ever as it kickstarts new development projects for this year and next. Meanwhile, it still has its crown jewel, the 2,000-acre Canal City township project in Kuala Langat, Selangor, which it co-owns equally with Kumpulan Europlus Bhd, an associate company of IJM Corp.

Canal City, which is adjacent to Kota Kemuning, has a total gross development value (GDV) of more than RM10 billion. It is IJM Land’s largest ever township project and one that is no less significant than the proposed development for RRIM’s land. Other than the vast size of the township, the low holding cost of the Canal City land, at RM5 per foot, means that the project could potentially be lucrative in terms of development margins.

Interestingly, the first phase of the Canal City will be pushed out to the market in 2012, earlier than the RRIM project, which is still believed to be on the drawing board.

In an interview with The Edge Financial Daily, Datuk Soam Heng Choon, IJM Land managing director, confirms that the Canal City project will be pushed to the market in 2012. He says the company is in the final leg of sorting out the development plans and getting the necessary approvals for the project.

“It will be our anchor project, along with The Light in Penang (with a GDV of RM4.9 billion),” says Soam, adding that the project will have a long development cycle of 10 to 15 years.

Canal City is expected to give IJM Land a strong boost from next year onwards. That aside, the company has also lined up property launches with a GDV of RM2 billion this year alone, which is its highest ever, Soam adds. The RM2 billion to be launched this year does not include the Canal City township project.

The value of launches planned by the company this year is significant compared with the RM1.4 billion in GDV launched last year. With its current unbilled sales at RM900 million, which is also a record, further major launches would create ever greater momentum for IJM Land in terms of revenue and earnings growth going forward.

“Property development is a cyclical sector. Now it is in a strong cycle and we are confident of launching more products into the market, or else we would not be doing our shareholders a favour,” says Soam.

While he reckons that the commercial property segment has turned soft, Soam says there is still huge potential in Malaysia’s housing market due to its young population, consumer confidence and low interest rate environment that is likely to continue this year.

While the loan-financing cap on the acquisition of third properties has resulted in purchases in certain segments slowing down, Soam says demand is still strong from those purchasing properties for their own occupation.

“With new households being formed at 200,000 a year, it is inevitable that these young families need homes, and this will continue to prop up demand for homes,” he says.

While he does not elaborate on the value of the maiden launch for Canal City next year, Soam says the company is looking at building landed terraced homes there for between RM400,000 and RM500,000 for a start. Soam says margins for the Canal City township could be lucrative, given the low land-holding costs on its book.

The IJM group and Kumpulan Europlus secured the land parcels in Canal City from the Selangor government as payment in kind for their involvement in the flood mitigation works and construction of the Shah Alam-Shah Alam 2 Expressway. The cost of the projects, undertaken by the IJM group and Kumpulan Europlus, translates into about RM5 psf for the 2,000 acres of land in Canal City, now jointly owned by both IJM Land and Kumpulan Europlus.

In east Malaysia, IJM Land also has a township project in Sandakan, Sabah, with properties selling for RM600 psf. In total, the company is looking at launching RM500 million worth of properties in Sandakan and Kota Kinabalu this year.

As for its development in The Light II, Penang, Soam says RM420 million worth of properties are expected to be launched this year, with selling prices of between RM600 and RM900 psf. In Sebana Cove, Johor, IJM Land has earmarked an enclave for the development of vacation or retirement homes.

Apart from the Canal City land and other parcels that have low holding costs, and where development could be stretched over many years to maximise value, Soam says the company prefers to adopt a fast-turnover development strategy for most of its landbank. The purpose of this is to recycle the company’s capital quickly enough to undertake new projects in order to sustain its high growth rate.

“At this stage, we are not keen on developing or expanding our portfolio of investment properties. Our strategy now is to develop and sell the properties we have built. Only after we have attained a critical mass for, say a township development, will we develop and keep a portfolio of investment properties for recurring income,” he says.

With the proposed merger with MRCB having been called off, IJM Land is “single” again, Soam quips.

“We are not ruling out the possibility of merger opportunities with other players, but it is not the case where we are going to call up every property player in town next, to see if they are interested in a marriage with us,” Soam adds.

He stresses that despite the IJM Land-MRCB deal having been called off for now, the relationship between the two property developers has not soured.

“Even though we may not form a company together, we are still open for joint ventures and partnerships with each other,” he says.

Investors continue to closely watch IJM Land to see if it might still be able to participate in the development of the RRIM land. But for now, this remains guesswork at best as the EPF has yet to officially indicate how it wants to carry out development of the land.

On what investors had expected before the deal was called off, Soam clarifies that the merger between IJM Land and MRCB was planned without factoring in the RRIM land development.

“For all intents and purposes, the merger was good for both companies, as it would have beefed up our balance sheets to take on bigger projects, especially those overseas such as in China, where land acquisition could easily cost billions of yuan,” Soam says.

That said, he adds that IJM Land is still interested in bidding for the projects on the RRIM land, as the developer has a proven track record and the balance sheet for the job.

IJM Land closed three sen higher last Friday at RM2.88. It is trading at 18.8 times estimated earnings for FY2011 ending Mar 31, and at 1.92 times book value, based on its net assets per share of RM1.50 as at Sept 30.

China may launch first-ever property tax in 1Q

SHANGHAI/BEIJING: China is set to further clamp down on the country's buoyant housing market by imposing a long-debated property tax for the first time in the southwestern city of Chongqing, domestic media reported on Monday, Jan 10.

Chongqing has "in principle" won approval from the Ministry of Finance and may introduce the property tax as early as this quarter, the China Securities Journal cited the city's government as saying.

Analysts expect the tax to be about 1 percent, the Journal said.

China has debated for many years about having a property tax but held back out of fears it may seriously harm the market.

Domestic media reports in recent months suggest, however, that China's government is finally warming to the idea and may impose a property tax on a trial basis in several cities including Chongqing, Shanghai, Beijing and Shenzhen.

The China Business News said on Monday that Chongqing is likely to only tax high-end properties, in contrast to Shanghai, which reportedly will only tax selected second homes.

Chiþna has taken a slew of measures to cool its red-hot property market since late 2009 as part of efforts to fight speculative "hot money" flowing into the country.

Despite the measures, house prices in China's major cities soared by more than a fifth last year.

Analysts welcomed the tax as a way to restrain the market.

Bukit Kiara Properties to venture outside of its traditional market

An artist’s impression of the Persiaran Madge residential project by Bukit Kiara Properties.

BOUTIQUE developer Bukit Kiara Properties Sdn Bhd is looking to expand its brand of niche residential projects out of its traditional market of Mont'Kiara to other parts of the Klang Valley.

»We may consider setting up joint ventures with landowners« N.K. TONG

Group managing director N.K. Tong says the company is in an advanced stage of planning for two new projects in Persiaran Madge and Jalan Tun Razak in Kuala Lumpur. Subject to approvals, one of the projects is earmarked for launch in the third quarter of this year and the other in 2012.

The project in Persiaran Madge will comprise 19 spaciously-designed residences on a 5-storey block with built-up area of 3,500 to 6,500 sq ft. They will be priced from RM3.8mil or about RM3,500 per sq ft.

The Jalan Tun Razak project will have 160 fully-furnished service suites in a 20-storey block. The 750-sq-ft to 3,000-sq-ft units will be priced from RM1.2mil or RM1,500 per sq ft.

Tong says besides niche high-rise projects, Bukit Kiara Properties will also be looking for land of 50 to 100 acres to build landed residences in gated communities.

“We may consider setting up joint ventures with landowners for such developments,” he says in an interview with StarBizWeek.

Since its establishment in 2000, the ISO-certified company has finished two projects in Mont'Kiara Aman Kiara and Hijauan Kiara.

Completed in July 2004, Aman Kiara was the first development in the country to feature strata-titled bungalows and condovillas. Aman Kiara was handed over to purchasers nine months ahead of schedule.

Tong says the company's second project, Hijauan Kiara was completed in early 2008. It was the first condominium project in Mont'Kiara to feature a private lift lobby concept.

In fact, the unique name of Mont'Kiara, which is today synonymous with exclusive upmarket condominiums, was coined by Tong. The residential enclave turns out to be a big hit among the modern upper-echelon of the local community and the expatriates.

Tong works closely with his father, Datuk Alan Tong who is the group chairman of Bukit Kiara Properties. Alan, the founder of the Sunrise group, is dubbed the “Condominium King of Malaysia”.

The father-and-son team is focused on improving the living standards of homebuyers by providing a good form of lifestyle living with ample facilities and security and property management.

“We believe the relationship with our customers begin with the handing over of keys to their properties. Principally, our business is based on the core values of quality, innovation, caring and integrity. We do not rush through our projects and take about a year to launch a new phase or project,” Tong adds.

Bukit Kiara Properties also goes the extra mile to ensure each of its projects has the stamp of individuality and offers first-of-its-kind features.

In its latest development, the VERVE Suites series which comprises four condominium blocks in the western enclave of Mont'Kiara, the company takes great effort to offer fully-furnished designer suites with four different interior design themes in each tower.

The four towers Viva, Vibe, Vogue and Vox have a total gross development value (GDV) of RM592mil.

Each tower has its own unique sky lounge concept Vertigo, Hypercubes, Gardens of Concentrico and Versilica Sky Beach. The residents of VERVE Suites get to share the use of facilities of all four towers.

Viva and Vibe Towers have been fully sold while 95% of the 255 units in Vogue Tower has been taken up. The final tower, Vox, is 80% sold.

Tong says that by 2014, when the entire VERVE Suites development is completed, there will be a total of 100,000 sq ft of recreational facilities and four sky lounges. There will also be 87,000 sq ft of gross retail space for lease. Recreational amenities provided include swimming pools, BBQ areas, children's playground, reading pavilions, reflexology paths and landscaped podiums.

The VERVE Suites is also setting new industry benchmark in terms of quality. The Vibe Tower has recently emerged as one of the highest CONQUAS (Construction Quality Assessment System) scorers for fully-furnished serviced apartments in Malaysia.

The project obtained a score of 82.2, the highest ever for a high-rise project in the country. The overall CONQUAS score is derived from the sum of 10 categories internal floor, wall, ceiling, door, window, other fittings, roofing, external wall, external works, and mechanical and engineering works.

At the end of 2009, the Viva tower obtained a CONQUAS score of 79.4.

Tong says although CONQUAS assessment is not a requirement to be fulfilled by local developers, Bukit Kiara Properties adopts the stringent quality monitoring system introduced by the Building and Construction Authority of Singapore in all its projects to fulfil its commitment to build quality homes.

“We believe that it is important for our projects to undergo this international quality assessment. After all, quality workmanship of a project is important as it enhances the value of the properties,” he adds.

In line with the company's quality drive, a group of site supervisors, contractors and consultants will attend CONQUAS training each year to understand the quality aspects of property development. The company also implements the CONQUAS scheme to reward or penalise its contractors.

Each year, Bukit Kiara Properties pays special bonuses to its contractors who meet the high-quality CONQUAS standards required of its projects.

“This special bonus has been initiated since the company's inception in 2000 to promote quality workmanship,” Tong says.

JCorp may sell land, property to pare down debts

KUALA LUMPUR: Johor Corp (JCorp) is considering selling various assets including some landbank, properties and plantation assets to partly repay its current RM3.6bil debt which is due for repayment in July next year.

The state investment arm first plans to bring down the debt level of RM3.6bil to a “sustainable level” of between RM1bil and RM1.5bil following a debt restructuring exercise, its newly appointed president and chief executive Kamaruzzaman Abu Kassim said.

That would mean that it needs to raise at least RM2.1bil by 2012.

“About 70% (source of funding) for the RM2.1bil needed has already been identified and this includes selling some of our assets,” he said at a meeting with the media yesterday.

The group has “saleable assets” of RM2.1bil, Kamaruzzaman said, without elaborating.

JCorp's landbank and properties are largely in Johor and this includes up to RM2.5bil in commercial properties.

At at March last year, it had about 2,000ha to be developed in the Iskandar Malaysia region.

It also has major plantation and palm oil businesses in Papua New Guinea.

Kamaruzzaman said the group's remaining debt would be restructured via new loans or instruments.

JCorp has appointed CIMB Bank and Maybank Investment Bhd as advisors for the restructuring.

Both banks are also the biggest lenders to JCorp which could probably mean that both banks own the bulk of the bonds due for maturity.

According to JCorp's 2009 annual report, it has RM705mil in cash but a whopping RM6.62bil in debt and with hardly any free cash flow.

The RM3.6bil debt was due to JCorp's investment projects since 2000, “mainly in landed property and industrial areas”, it has been reported.

JCorp has been in the news in recent weeks after it rejected two bids for the takeover of its QSR Brands Bhd. One was by a company linked to tycoon Tan Sri Halim Saad and another by the Carlyle Group.

JCorp is the ultimate shareholder of the lucrative fast-food businesses of QSR and KFC Holdings (M) Bhd.

Its interests in both companies are held through its 53%-owned subsidiary Kulim (M) Bhd, which main business is in the plantation sector.

Kulim owns a 57.5% stake in QSR, which in turn, owns a 50.6% stake in KFC.

As one of the country's largest state economic development authorities, JCorp has about 250 companies under its stable from which it currently derives RM90mil in annual dividend income, Kamaruzzaman revealed.

Kamaruzzaman said yesterday there was a possibility some of these might be listed in the future. “But the proceeds will not be to repay our current debt due for maturity,” he said.

JCorp's other key assets apart from those in the recent limelight include private healthcare service provider KPJ Healthcare Bhd, property development companies Johor Land Bhd and Damansara Realty Bhd, intrapreneur venture business Sindora Bhd and the London-listed plantation company, New Britain Palm Oil Ltd (NBPO). (Kulim owns about 50% of NBPO).

NBPO is one of the world's largest producers of sustainable palm oil.

IJM Land moves on despite merger failure

An artist’s impression of IJM Land’s The Light Waterfront development in Penang.

PETALING JAYA: It is business as usual at IJM Land Bhd after a proposed merger between the company and Malaysian Resources Corp Bhd (MRCB) fell through due to their failure to reach an agreement on the definitive terms and conditions of the plan.

IJM Land managing director Datuk Soam Heng Choon said the developer had a lot on its plate, including about 30 existing projects and a number of new developments in the pipeline.

Datuk Soam Heng Choon ... ‘We have two greenfield developments in the Klang Valley and Johor.’

“For financial year 2012, we will be kept busy with RM1.5bil worth of project launches, including two greenfield developments in the Klang Valley and Johor,” Soam told StarBizWeek.

With a land bank of about 5,000 acres, which has a total gross development value (GDV) of some RM18bil, there are good values in IJM Land's assets.

The company launched RM1.3bil worth of projects in the first nine months of the current financial year ending March 31, 2011 (FY2011). Sales for the first six months ended Sept 30, 2010 amounted to RM700mil and analysts said the company was on track to achieve total sales of RM1.4bil for FY2011.

IJM Land turned in record sales of RM1.25bil in FY2010.

For FY2012, its new project portfolio will comprise the 2,000-acre Canal City in Selangor and the 1,188-acre Sebana Cove in Kota Tinggi, Johor. Soam said the Canal City was earmarked for launch in the second half of 2012. The massive township will have a GDV of RM6bil and will take 10 to 15 years to complete.

Located directly behind the mature Kota Kemuning township, the Canal City will turn IJM Land into one of the leading township developers in the Klang Valley. The company is now sorting out some land and project planning matters with the Selangor Government.

An earlier agreement with the previous state government involved a flood-mitigation project in the form of an 18km canal linking Sungai Klang and Sungai Langat. In return, the company will be awarded the land for development.

However, the new state government has decided that there was no need for the flood mitigation project. Therefore, in August last year, IJM Land signed a termination agreement for the canal privatisation project.

As for Sebana Cove, Soam said planning was in progress to develop the 1,188-acre land into an upmarket eco-friendly and health-cum-lifestyle themed residential and marina resort development. The 10-year project is expected to be launched later this year.

Soam said IJM Land also planned to launch its maiden 7-acre project in Vietnam in March or April.

The development comprising four blocks of high-rise residential apartments as well as retail and commercial properties is in Nhon Trach city centre in Dong Nai province.

In China, IJM Land plans to undertake a RM500mil upmarket residential and retail development in Changchun, the capital city of Jilin province in the northeast of China.

Locally, the company is busy with its flagship waterfront development, The Light, featuring residential, entertainment, business and hospitality facilities in Penang. With a GDV of close to RM6bil, the 152-acre mixed residential and commercial development is the largest (in terms of development value) in IJM Land's portfolio. It will take 12 to 15 years to complete.

Under The Light Collection III, new launches will comprise condominiums and water villas priced from RM1,252 per sq ft.

IJM Land also has new project launches in Shah Alam, Seremban, Malacca, Kota Kinabalu, Sandakan and Kuching.

China plans US$1.3b 'seven-star hotel'

BEIJING: Beijing authorities plan to build a "seven-star hotel" modelled after Dubai's Burj Khalifa -- the world's tallest building -- in a US$1.3 billion joint project with Saudi Arabia.

The hotel will be erected in western Beijing's Mentougou district some 30 kilometres (18 miles) from the Chinese capital's centre, the state-run Beijing Morning Post said in a Thursday report, quoting a local parliamentary meeting.

A district official, who declined to give his name, confirmed the project and its price tag in comments to AFP on Friday.

He said that the Saudi side was expected to foot the entire bill but he refused to provide other details, such as why such an expensive project would be located in the underdeveloped rural area.

The Beijing Morning Post said the building's design would be patterned after the 828-metre (2,717-foot) Burj Khalifa's distinctive slender, tapering design, but did not say how tall the planned structure would be.

The announcement of the Mentougou project comes at a time when China is attempting to crack down on high-end developments and use more land for affordable housing, amid general discontent over soaring property prices.

Bungalow project to launch this month with only 21 units left

Spacious: The front of a Type A bungalow.

A DOUBLE-storey bungalow project known as Ukay Seraya in Ukay Heights will be launched this month when the show houses are ready.

Comprising 30 units, the project has obtained the relevant approvals and sits on freehold flatland.

The lot sizes average about 9,200 sq ft and the project is located less than 10 minutes from KLCC.

This bungalow development with perimeter security fencing comes in four designs with built up area ranging from 5,813 sq ft to 7,336 sq ft.

Type A has the biggest built up area of 7,336 sq ft. It has a covered car porch that can accommodate five to seven cars. The master bedroom suite is 1,056 sq ft in size and demarcated into a sitting area, bed area, walk-in-wardrobe and a bathroom.

The layout of the master bedroom also provides a working area.

Type A has eight rooms, seven baths and a powder room, two living areas, a dining area, dry and wet kitchens, three store rooms and an external garden toilet.

Type B generally has bigger land area ranging from 9,300 sq ft to 12,215 sq ft per lot. It has seven rooms, seven baths, a powder room, three store rooms and a garden toilet.

The project is developed by Long Island Properties Sdn Bhd, a member of the Long Island Group (LIG). The Long Island Group is a developer who has forayed in Australia, China and Malaysia.

“In the Ukay Seraya project, we have installed concealed piping and wiring for all essential items including air-cond ducting, phone and TV cables to all rooms, security alarm cabling to all windows and external doors and CCTV cabling. This will eliminate the need to hack the walls later. As a standard feature, we also install external sensor detector lights and solar heater delivering hot and cold water to all baths and the kitchen,” said LIG head Cheah Min Loong.

Another unique feature is the pre-approved swimming pool for Type A and Type B.

This meant that the purchaser has the option to build a private swimming pool immediately without having to seek the authorities’ approval.

The large land sizes allow the construction of pools up to 60 ft long. The swimming pool is an optional item.

Out of the 30 units of bungalow in the Ukay Seraya development, 18 units are Type A, six units are Type B and three units each for Type C and D.

The pre-launch sale prices range from RM3,601,000 to RM4,798,000 depending on the type and land size.

“The pre-launch prices were formulated more than one year ago. The sales price will be increased by about 8% after launching to defray a portion of the escalating material and labour costs which are beyond our control,” said Cheah.

Nine units have been snapped up so far.

“We believe the other units will be taken up in a short time due to factors of address, easy access, safe flatland, freehold and functional designs, attractive prices if you compare apple to apple with other similar developments in the vicinity,” he said.
